1) Appeal of Planning Commission Decision Denying Unclassified Use
Permit No. 393
Applicant: Joseph R. Gibas
Location: 244 Nort: Willow Avenue
The applicant req:iested approval of an unclassified use permit
to construct a 1,200 square foot second -family unit on a 21,250
square foot lot. On August 2, 1989, the Planning Commission denied
the applicants request and the applicant has appealed the
Commission's decision.

2) Draft Housing Element
The proposed Draft Housing Element updates the existing 1985 Housing
Element to reflect current housing needs and constraints in the
City and establishes appropriate housing goals, policies, and
implementation programs for the 1989-1994 planning period.

Recommendation of the staff is that the City Council review
the proposed draft Housing Element, provide comments and receive
public testimony, and delay formal action on the draft Housing

Letters received from Donald and Louise Crouse, Robert C. Lesovsky,
Pearl Aiassa, and Marjorie Welch urging Council to ban Recreational
Vehicle parking on residential streets. One letter received from
Floramae M. Laird opposing the banning of R.V. parking and a letter
from Robert D. Hoag favoring a ban on overnight parking of all
types of vehicles.

On July 11, 1989 a claim for indemnification was received
by the City Clerk's Office.

On June 19, 1989 a claim for personal injuries was received
by the City Clerk's Office.
c) Mrs. LaRue Brewer vs City of West Covina
On June 23, 1989 a claim for property damage amounting to
$148.00 was received by the City Clerk's Office.
d) David Scott Foster vs City of West Covina
On July 14, 1989 a claim for personal injuries amounting to
$20,000.00 was received by the City Clerk's Office.

5) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF AUGUST 15, 1989
Accept and fi e
I. The request of Sam Sciortino that parking be permitted in
the dedicated alley between Eckerman and Rowland Avenue east
of the 600 block of Vincent Avenue was denied.
II. The City initiated request that the intersection of Toluca
Avenue and West Covina Parkway be modified to provide a double
left turn from both Toluca Avenue northbound approach lanes
was approved.
III. The request of Robert Morganstern that the designation as
a truck route of the segment of Grand Avenue between Interstate
10 and the South City Limit be deleted from the Municipal
Code was approved.
IV. The request of Craig Pierson that time limit parking
restrictions be installed on Nelson Street from the drive
approach at 1814 Nelson Street to 60 feet southerly was
approved.
V. The request of Eugene L. House for a review of conditions
at the intersection of Bubbling Well Road and Truman Place
resulted in a recommendation that curb parking be restricted
along the 100 foot curve on the northwest corner on Truman
Place and Bubbling Well Road.
VI. The request of Mrs. Katherine Castucci that a cul-de-sac be
constructed on Walnut Creek Parkway in the vicinity of Pima
and/or Bandy Avenue was held over.
6) ORDINANCE FOR ADOPTION (Waive reading and adopt)
At the City Council meeting of August 14, an ordinance was introduced
to clearly define the type of sales events permitted in residential
and open space zones, to provide for appropriate land use regulations
for such uses and clarify the administrative review and approval
procedures for such events.

Bids were solicited for the purchase of a Complete Rescue
Extrication package. It is recommended that the City Council
award Bid No. 90-03 to the lowest responsive bidder, Flamco,
in the amount of $13,525.50, including tax and delivery.
b) Rescue Breathing Apparatus for the Fire Department Bid No. 90-01
Bids were solicited for the purchase of Rescue Breathing
Apparatuses and additional air cylinders. It is recommended
that the City Council award Bid No. 90-01 to San Diego Fire
Equipment Company in the amount of $20,099.75, including tax
and shipping charges.
c) Award of Bid/Staff Car Leases
Bids were solicited for the lease of two staff cars. It is
recommended that the City Council award the bid to the lowest
bidder, Mission Chrysler -Plymouth, in the amount of $519.21
per month each for 36 months.

1) SS-87133 Azusa Avenue Sewer Lift Station - Selection of Consultant

An engineering consultant was required to prepare plans and
specifications for the installation of a new sewer lift station.
A Consultant has been selected. It is recommended that the City
Council accept the Proposal of Norris-Repke, Inc. in an amount not
to exceed $12,100 and authorize the Mayor and City Clerk to execute
an Agreement with said Norris-Repke, for the work to be done.

2) FINANCE DEPARTMENT
Tax Rate for Landscape Maintenance Districts 1 and 2
Maintenance Districts 1 and 2 are funded through an ad valorem tax
on real property. Each year it is necessary to review the costs
and revenues for both districts and to formally set the rate for
the next fiscal year by a resolution of the City Council. It is
recommended that the City Council adopt the following resolutions
fixing the assessment rate for Maintenance Districts 1 and 2 for
the 1989-1990 fiscal year.

PUBLIC SAFETY DIVISION
1) POLICE DEPARTMENT
La Puente Mental Health Center Funding
The Los Angeles County Board of Supervisors has requested assistance
in obtaining funding for mental health services in order to forestall
reduction in services on October 1, 1989. It is recommended that
the City Council support the County of Los Angeles in its efforts
to provide sufficient funding to maintain existing mental health
services.
