I. REQUEST:

THAT A STOP SIGN BE INSTALLED FOR NORTHBOUND HOLLENCREST
DRIVE AT HIGHSPIRE DRIVE.
SUMMARY:
The installations of single stop signs at intersections are ' at the discretion of the local
agency. The City has installed such stop signs upon request or as needed. It has been
requested to install a stop sign for Northbound Hollencrest Drive at Highspire Drive and
there are no reasons to deny any such request.

THAT A MULTI -WAY STOP BE INSTALLED AT THE INTERSECTION OF
HILLSIDE DRIVE AND HOLIDAY DRIVE.
SUMMARY:
This is the intersection of a collector street, Hillside Drive, and a minor residential street,
Holiday Drive. Presently, there ' is a stop sign. on Holiday Drive at Hillside Dive. The
primary concern of the requester is that entering Hillside Drive from.northbound Holiday
Drive is difficult because of the combination of the horizontal and vertical alignment of
Hillside Drive that restricts the sight distance from northbound Holiday Drive.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT STOP SIGNS BE INSTALLED ALONG WITH STOP MESSAGES AND
STOP AHEAD SIGNS ON THE EAST AND WESTBOUND APPROACHES OF
HILLSIDE DRIVE AT HOLIDAY DRIVE.

I. REQUEST:

THAT A STOP SIGN BE INSTALLED FOR NORTHBOUND
HOLLENCREST DRIVE AT HIGHSPIRE DRIVE.
FINDINGS:
The location of the requested stop sign is indicated on the attached sketch. The
area is residential neighborhood consisting of detached single family homes.
Highspire Drive is a 40-foot wide residential street that connects Alpine Drive and
Hollencrest Drive, which is also a 40 foot wide street. Both Alpine 'Drive and
Hollencrest Drive were dead-end streets until this year when the development to
the south extended them to Hillside Drive. This action increased the traffic within
the area.
The intersection of Highspire Drive. and Hollencrest Drive is an uncontrolled "T"
intersection. The existing pavement centerline striping (double yellow) indicates
that the primary traffic flow is along. Highspire Dive between Hollencrest Drive
and Alpine Drive. Also, the physical configuration of Hollencrest Drive
encourages this traffic pattern. .
The State Traffic Manual warrants for single stop sign installation is descriptive
rather than numerical. The warrant applicable to this request is "on a street
entering,a legally established highway or street. The intersection of Highspire
Drive and Hollencrest Drive complies with this warrant. . With.the increase of
traffic on these streets, the intersection should be controlled rather than remaining
uncontrolled.
The City's past practice is to install single stop signs on minor street approaches
as requested unless there is some other reason not to do so.. There is no reason to .
not install the requested stop signs.
STAFF RECOMMENDATION:
THAT A STOP SIGN BE INSTALLED. ON NORTHBOUND
HOLLENCREST DRIVE AT HIGHSPIRE DRIVE.

II. REQUEST

THAT.A MULTI -WAY STOP BE INSTALLED AT THE INTERSECTION
OF HILLSIDE DRIVE AND HOLIDAY DRIVE.
FINDINGS:
This is the intersection of a collector street, Hillside Drive, and a minor residential
street, Holiday Drive. Hillside Drive is 40 feet wide and Holiday Drive is 32 feet
wide, both measured from curb to curb. This intersection*is aligned as a "T" type
configuration and is controlled by a stop sign on Holiday Drive, the minor street
approach. The profile shows that this intersection is at the crest of a vertical curve
with the grades of approximately -9.9% on the west and -10.4% on the east. in
addition, Hillside Drive east of Holiday Drive has a 280. feet radius horizontal
curve. The attached sketch shows the existing conditions.
A recent study of vehicle speeds. indicates the critical approach speed (85`h
percentile speed) is 29 miles per hour. Presently, the posted speed limit on
Hillside Drive is 35 miles per hour.
The traffic volume of Hillside Drive and Holiday, Drive are shown in the
following table:

There were no reported accidents at this intersection between January 1, 1998 and
December 31, 1998.
A stop sign warrant evaluation form from the California Traffic Manual is
attached and shows that none of the warrants for a multi -way stop are met. The
primary concern of the requester is that entering Hillside Drive from northbound
Holiday Drive is difficult because of the combination of the horizontal and
vertical alignment of Hillside Drive that restricts the sight distance from
xxxnorthbound Holiday Drive.
The safe stopping sight distance for a vehicle traveling at the critical approach
speed of 29 miles per hour on wet pavement on this segment of Hillside Drive
should be 190 feet. Because of the nature of the horizontal alignment of Hillside
Drive at this intersection, the actual safe stopping sight distance is estimated at
100 feet.
In accordance with the California .Traffic. Manual, stop signs should not be used
for speed control, but can be installed at an intersection where a combination of
high speeds and restricted sight distance exists. In addition, the California Traffic
Manual allows the use of a stop -ahead sign.(W17) when visibility is restricted and
the stop sign is unexpected.
STAFF RECOMMENDATION:
THAT STOP SIGNS (RI) BE INSTALLED ALONG WITH STOP
MESSAGES, AND STOP AHEAD SIGNS . (W17) ON THE EAST AND.
WESTBOUND APPROACHES OF. HILLSIDE DRIVE AT HOLIDAY
DRIVE BASED ON RESTRICTED SIGHT DISTANCE.
