The Council also declared its intention to levy and collect assessments within the district and set June 26, 1989, as the date for the required public hearing. Accept public works improvements and acknowledge completion of on -site improvements. Authorize release of Balboa Insurance Company Faithful Performance Bond No. 01-NAA-024322 in the amount of $36,300. It is recommended that the City Council authorize various fund transfers among certain Capital Improvement Program project accounts as shown in the staff report. 8) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF JUNE 13, 1989 Accept and file I. The request of Rolf Treu for parking restrictions on Toluca adjacent to the 2nd and 3rd drive approaches westerly of West Covina Parkway was approved. II. The request of Cindy Mitchel for stationing of a crossing guard at Rowland and Astell was held over for presentation by requestee. III. The request of Catherine and Joseph Castucci for construction of cul-de-sacs on Walnut Creek Parkway in the vicinity of Pima and/or Bandy was held over for additional information. IV. The request of various citizens of West Covina for establishing a program to restrict the parking of recreational vehicles on residential streets was held over for additional study. V. The request of Leo Bottari for installation of a multi -way stop at Citrus and Montezuma was denied. VI. The request of Deborah Nakieiski for installation of parking restrictions on Workman adjacent to Phillips was approved. VII. The City initiated request for time limit parking restrictions on Amar Road east of the signalized intersection at the Von's driveway was approved for a one -hour time limit parking zone. - 6 - City Council Agenda • June 26, 1989 Page Seven C. CONSENT CALEDNAR Continued 9) ORDINANCE FOR ADOPTION (Waive reading and adopt) An ordinance to approve parking restrictions on Rowland Avenue was introduced at the June 12 City Council meeting and is now before the City Council for final adoption. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-174 OF THE WEST COVINA MUNICIPAL CODE RELATING TO PARKING PROHIBITED DURING CERTAIN DAYS AND HOURS. 10) CITY TREASURER'S REPORT FOR THE MONTH OF MAY, 1989 (Receive and file) Treasurer's Report of cash balances and investments. 11) AWARD OF BIDS Purchase of an Asphalt Planer This report recommends that the City Council waive formal bidding procedures and authorize the purchase of an Asphalt Planer from Case Power Equipment's existing contract with the City of Burbank. It is recommended the the City Council: a) Find that the use of Case Power Equipment's Bid No. 88-343 with the City of Burbank eliminates the need for the use of a formal bid process; and b) Authorize the staff the purchase of an Asphalt Planer from Case Power Equipment, for a total cost not to exceed $42,252.81, including tax. 12) MISCELLANEOUS tal of 1989-91 Financial Plan and Adoption of 1 Section 2-151 of the West Covina Municipal Code requires the City Manager to prepare and submit a proposed annual budget to the City Council for approval. This report requests adoption of the 1989-90 Annual Budget for the City of West Covina, as well as approval of the 1989-91 Financial Plan. It is recommended that the City Council take the following actions: a) Approve the 1989-91 Financial Plan; and b) Adopt the 1989-90 Annual Budget by the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE OPERATING BUDGET AND THE CAPITAL IMPROVEMENT PROGRAM AND APPROVING THE APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING JULY 1, 1989 AND ENDING JUNE 30, 1990. They will be requesting Council support of the Expenditure Plan and for placing the measure before the voters. It is recommended that the City Council receive and file this report. ACTION: Motion 2nd by To Approve Disapprove Settlement Agreement - Ci Hold Over vs Rowland Unified School The City of West Covina and Rowland Unified School District have reached an agreement regarding the disposition of approximately 100 feet of Gemini Street between Kimberly Drive and the westerly City Limits. This is for authorization for the City to execute the Settlement Agreement. It is recommended that the City Council authorize the Mayor and City Clerk to execute a Settlement Agreement with the Rowland Unified School District. COMMUNITY SERVICES DIVISION 1) HUMAN SERVICES DEPARTMENT Bus Shelter Maintenance Contract June 26, 1989 Page Nine Valley Light Industries, Inc. is requesting an increase in the rate charged for cleaning the bus shelters from $5.42 per shelter per week to $5.70 per shelter per week, to become effective July 1, 1989. It is recommended that the City Council approve the increase to $5.70 per shelter per week for the Valley Light Industries, Inc. contract for fiscal year 1989-90.
