NOGALES STREET AND AMANDA STREET TRAFFIC SIGNAL
- APPROVAL OF PLANS AND SPECIFICATIONS
SUMMARY: The j'installation of a traffic signal at the intersection of
Nogales Street and Amanda Street was approved and
budgeted as part of the 1996-97 Capital Improvement
Program. However, with the recent street improvements
on Nogales Street this project was delayed'. The plans
and specifications have been completed and the project
is ready to be advertised for bids.
BACKGROUND
Based on traffic warrants, the installation of a traffic signal at the intersection of Nogales
Street and Amanda Street was determined to be justified and a project was approved and
budgeted as part of the 1996-97 Capital Improvement Program. This project was delayed
by the recent Nogales Street rehabilitation project. The plans and specifications have now
been completed an`d the project is ready to be advertised for bids.
ANALYSIS
The installation ofla traffic signal is justified at the intersection of Nogales Street and
Amanda -Street with the primary benefit being to vehicles making left turns when exiting
Amanda Street. With the high downhill speeds of vehicles on Nogales Street combined
with some limitations on sight distance due to the alignment of Nogales Street, there
has been an accident history which is correctable through the installation of'' a traffic
signal. In addition' this location is entirely within the City and requires no other agency.

Once a contract is; awarded, installation will take about six months due to the Jong lead
time for fabrication; of traffic signal poles. As usual, staff will prioritize all other portions
of the project such as material approvals and fieldwork to keep the overall project time
to a minimum. Also, at the time of the contract award, staff will request City. Council's
approval of the acquisition of the traffic signal controller directly by the City so as to
maintain uniformity of all traffic signal controllers maintained by the City. This procedure
has been the standard practice for the past few years.
FISCAL IMPACT
The estimated project cost is $80,000. That amount was budgeted from Gas Tax funds in
the 1996-97 Capital Improvement Program. Once the bids are opened a more accurate
project cost estimate can be prepared.
ALTERNATIVES
If the City Council I ecides not to install this traffic signal, doing so would not correct the
problems at this intersection.

RECOMMENDATION
It is recommended 'that the City Council approve the plans and specifications for Project
No. TS-97113 and authorize the City Engineer to advertise for bids.
