SUMMARY: Five (bids were received and opened on January27, 1998, for this project
which provides for restroom modifications for removal of accessibility
barriers at Galster Park. 'The lowest responsible bid is $21,290.00 from
Armstrong Construction of Covina, California..;
BACKGROUND J
Galster Park was constructed in the early.1970's. As part of the original development, °a 650• sq.
ft. restroom facility�for men and women was constructed. At the time, very few accessibility
standards were in place. It was not until the early 1980's that the State of California adopted Title
24 which first regulated access for non-residential buildings. Since that time, greater awareness
of barriers to the handicapped have been recognized resulting in numerous new code
requirements. The adoption of the U.S. Fair Housing Amendments Act of 1988 and the
Americans with Disabilities Act of 1990 established access as a Civil Right.
On April 1, 1994,I State legislation established- that sites and buildings be accessible.
Requirements include provisions of a. path of travel from the arrival point along a path in the most
to the building entrance. Functional areas within the building were also

In an effort to create greater accessibility to public places, this project was approved by Council in
the 1995-96 Capital Improvement Program. The project includes the demolition of interior
partitions, plumbing fixtures and doorways at both the men's and women's restrooms and the
installation of accessible doorways, plumbing fixtures, grab bars, and properly mounted
accessories. Temporary restroom facilities will be provided during the course of construction.
On May 12, 1997, four bids were received for this project with the lowest bid received from KEC
Engineering and Construction of Diamond Bar in the amount of $28,585. Subsequent to the
award a letter was received from the contractor requesting they be released from the project due
to staffing problems: As a result, the project was re -advertised in the McGraw Hill Company-F. W.
Dodge publication and in the San Gabriel Valley Tribune on January 12 and January 19, 1998. A
mandatory job walk"was held on January 20, 1998, with seven contractors present. On January
27, 1998, five bids were opened and reviewed in the office of the City Clerk. T%he ' lowest
responsive bid was from Armstrong Construction of Covina, California, in the amount of
$21,290.00.

ALTERNATIVES
The alternative to the recommendation is .to reject all bids and re -advertise. Since a highly'
competitive and favorable bid was received, it is likely that costs would not be reduced any
further.
RECOMMENDATION
It is recommended that the City Council accept the bid of Armstrong Construction in the amount,
of $ 21,290.00, as submitted at the bid opening on January 27, 1998, and authorize the Mayon
and City Clerk to execute an agreement with Armstrong Construction of Covina, California, fors
the work to be done.
