Covina Street Lighting and Landscaping Maintenance District No.

required hearing to determine the amount of assessment to levy
and collect within the district.

9) AWARD OF BIDS
Landscape Maintenance Contract Citywide Park Property
This contract provides for the landscape maintenance of City Parks
which include Woodgrove, Shadow Oak, Gingrich and Friendship Park,
respectively, in addition to landscaping north of Valley Blvd.,
at Morganfield Avenue. It is recommended that the City Council
take the following actions:
a) Reject the bid of L. Barrios & Associates.
b) Accept the bid of J & R Landscape Maintenance Co., Inc. of
Corona, in the amount of $106,656.00 annually and authorize
the Mayor and City Clerk to execute an agreement with said
J & R Landscape Maintenance Co., Inc. for the work to be
performed.
10) MISCELLANEOUS
Consultant Services for Fire Prevention and Burn Education
There is a need to modify the language in the Consultant Services
Agreement with Jan Gratton as it relates to the Indemnification
Clause. It is recommended that the City Council approve
the recommendation to modify the Agreement to provide for City standard
language relating to indemnification.

D. PUBLIC WORKS DIVISION
1) SP-89105 - Approve Plans and Specifications - Minor Street Improvements
This project consists of the construction of an asphalt overlay to
improve the condition of deteriorated streets at various locations
citywide. Estimated total cost of the project is $120,000. It is
recommended that the City Council take the following actions:
a) Transfer $70,000 (124-320-3904-7200) from Project SP-89104 to
Project SP-89105 (124-320-3905-7200).
b) Approve plans and specifications for City Project SP-89105 and
authorize the City Engineer to call for bids.

2) Tract 43042 - Improvement Security Forfeiture - Roy McCleary
There are a few relatively minor improvement corrections to be
completed in Tract 43042. The developer has recently been unresponsive
and staff proposes pursuing the surety to complete the improvements.
It is recommended that the City Council authorize the City Engineer
to make demand upon Balboa Insurance Company to complete required
improvements and to authorize the City Attorney to file suit to collect
on the bond, if necessary.

Ordinance Introduction - Preferential Parking
In order .to implement the Council approved parking restrictions on
Rowland Avenue, it is necessary to modify the Municipal Code. It
is recommended that the City Council introduce the following ordinance:

Staff is proposing that the City implement a Recreation Transit
Program to provide trips to selected sites for the public.
It is recommended that the City Council approve the Recreation
Transportation Program, authorize the filing of a project
description to the Los Angeles County Transportation Commission
and refer to the budget process for final review.

Replacement of Police Department Portable Radios
This report recommends the City Council waive formal bidding
procedures and authorize the procurement of fifty portable radios
from Motorola's existing contract with the County of Los Angeles.
It is recommended that the City Council take the following
actions:
a) Find that the use of Motorola's Los Angeles County Contract
Addendum No. 50337 eliminates the need for the use of a
formal bid process; and
b) Authorize staff to purchase 50 portable radios and their
associated battery charging devices from Motorola
Communications and Electronics, Incorporated, for a total
cost not to exceed $90,470, plus tax.

Police Computer System Development Phase IV

This report recommends the employment of a Communications
Engineering Consultant to assist with the continued development
of the Police Computer System Development Phase IV, the Mobile
Digital Terminal/Vehicle Locating System (MDT/VLS) project.
It is recommended that the City Council authorize the Mayor
and City Clerk to, upon execution of the agreement by Dr. Henry
Richter, execute the attached consultant services agreement
with the Richter Group, for a total fee not to exceed $11,700
for consulting services pertaining to the MDT/VLS project.

2) National Flag Day
Mayor Bacon has proclaimed June 14 as National Flag Day. As part

flagpole in the Civic Center Courtyard. All West Covina residents
are encouraged to attend the City's "Pause for the Pledge" ceremony.
