SUMMARY During discussions with Los Angeles'County staff, they agreed to study the Amar Road and Grandview Lane intersection for a possible traffic signal. The Hacienda _ La Puente School District, said they have identified the children crossing Ar ar Road at Grandview Lane, and have officially notified the parents that the "safe route to school" is to cross Amar Road at Lark Ellen Avenue or at Valinda Avenue. The District has officially requested Los Angeles County to study the intersection of Amar Road and Grandview Lane. Under provisions of State law, the County must study the intersection and must install a traffic signal if justified. 11 In effect, the matter has been removed from any jurisdiction of the City Traffic'Committee. TRAFFIC COMMITTEE RECOMMENDATION: THAT ALL CITY MATERIAL CONCERNING THE INTERSECTION OF IAMAR 11 ROAD AND GRANDVIEW LANE BE FORWARDED TO LOS ANGELES COUNTY FOR THEIR USE IN STUDYING THE INTERSECTION. II. REQUEST: Police Department. THAT THE +MARKED SCHOOL CROSSWALK AND CROSSING GUARD AT THE INTERSECTION OF ORANGE AVENUE WITH YARNELL STREET BE RELOCATED TO THE SOUTH LEG OF THE INTERSECTION OF ORANGE AVENUE WITH DURNESS STREET. SUMMARY: Orange Avenue is a residential collector street with a 40-foot width curb -to -curb. Durness Street is a minor residential street with a 40-foot width curb -to -curb. There is a !marked school crosswalk and a crossing guard at the intersection of Orange Avenue with Yarnell Street. The Police Department request is', at the behest of the school district. The benefit of relocating the crosswalk and crossing guard was{I not evident, therefore, the need for an added crossing guard was evaluated. Dec97Sum Traffic Committee Meeting Decemberl 997 0 In reviewing the intersection of Orange Avenue and Durness Street on three occasions it has been found that the young pedestrian/vehicle conflicts product over 15 minutes ranged from a low of 2.55 to a high of 10.08. The warrant for having a crossing guard at any location requires a young pedestrian/vehicle conflict product of 6.25. Since the warrant is met on two out of three surveys and since this location is in proximity to another existing crossing guard location, and since there is congestion and confusion at this location, a crossing guard is justified. TRAFFIC COMMITTEE RECOMMENDATION: THAT THE POLICE DEPARTMENT TAKE APPROPRIATE ACTIONS TO HAVE AN ADDED CROSSING GUARD AT ORANGE AVENUE AND DURESS STREET. III. REQUEST: Richard Holguin, West Merced Avenue. THAT THE TRAFFIC SIGNAL AT THE INTERSECTION OF CALIFORNIA AVENUE AND MERCED AVENUE BE SET TO FLASH ALL RED. SUMMARY: This Traffic Committee item was held over from the October meeting. Staff has conducted a postcard survey of the nine property owners abutting the proposed parking restrictions necessary for the installation of left turn lanes on Merced Avenue at California Avenue. Seven. responses have been received with three opposed and four in favor. TRAFFIC COMMITTEE RECOMMENDATION: THAT THIS LOCATION BE ADDED TO THE STREET WIDENING FOR LEFT TURNS PROGRAM LIST FOR POSSIBLE FUTURE CAPITAL IMPROVEMENT PROGRAM FUNDING. IV. REQUEST: South Hills Homes Partnership THAT STOP SIGNS BE INSTALLED ON THE MORE MINOR STREET APPROACHES TO INTERSECTIONS WITHIN TRACTS 32324 AND 42169. SUMMARY: The installation of single stop signs at intersections are at the discretion of the local agency. The City has installed such stop signs upon request or as needed. The developer of Tract 32324 and 42169 has requested the installation of 19 stop signs on the, more minor approaches to intersections and there are no reasons to deny any of the requests. TRAFFIC COMMITTEE RECOMMENDATION: THAT STOP SIGNS BE INSTALLED ON THE MORE MINOR STREET APPROACHES TO INTERSECTIONS WITHIN TRACTS 32324 AND 42169. Dec97Sum Traffic Committee Meeting I i December1997 V. REQUEST: Wang Lam for Rayton Plaza, Inc.,Glendora Avenue. THAT THE` PARKING RESTRICTION ON THE EAST SIDE OF GLENDORA AVENUE 'FROM VALINDA AVENUE TO VINCENT AVENUE BE CHANGED FROM A TWO HOUR TRUCK LIMIT TO NO PARKING. SUMMARY: The adjacent property owner believes that trucks parked on the east s i de of Glendora Avenue adjacent to their property detract from their business potential. Since Glendora Avenue is a truck route, trucks can not be restricted from parking without restricting all vehicles. The existing two-hour truck parking limit is the best that can be done without affecting all vehicles. The property owner is not satisfied with the current condition and has requested a total parking prohibition. TRAFFIC COMMITTEE RECOMMENDATION: THAT PARKING BE PROHIBITED ON THE EASTERLY SIDE OF GLENDORA AVENUE FROM VALINDA AVENUE TO VINCENT AVENUE. VI. REQUEST: Diane King, PTSA President, and Claudia Karnoski, Assistant Principal. THAT A CROSSWALK BE PAINTED ACROSS PHILLIPS AVENUE NORTH OF ROWAND AVENUE AT THE WESTERLY GATE OF TRAWEEK MIDDLE SCHOOL AND THAT "BOTS DOTS" RUMBLE STRIPS BE PLACED AT THE EASTERLY AND WESTERLY SCHOOL ZONE BOUNDARIES ON ROWLAND AVENUE. SUMMARY: "Bots dots" ,rumble strips have been used at various locations in the City as a warning for curves, crosswalks, stops, and other conditions. If properly placed, they pose no hazard while serving a useful purpose. The use of rumble strips at school zone boundaries can provide an additiional warning of the possible presence of children. Warning sign improvements can also be implemented to enhance driver awareness of the school zone. The requested crosswalk would be at a mid -block location between Rowland Avenue and Pioneer Drive. Not only are mid -block crosswalks hazardous and used very sparingly, but the requested crosswalk does not provide. a transportation link since there are no sidewalks on the westerly side of Phillips Avenue. The children exiting the school site at the westerly gate can walk north or south using �the existing sidewalk and then cross Phillips Avenue at Rowland Avenue or at Pioneer, Danes, Eckerman or Puente as appropriate to the individual route of travel. Also, implementing time limit parking adjacent to the school will provide room for parental drop-offs and pick-ups without having children cross Phillips Avenue. FINDINGS: This item was reviewed by the City Traffic Committee during its meeting on October 21, �1997 and was held over to provide an opportunity for staff to work with the Hacienda -La Puente School' District to stop elementary school children from crossing Amar Road and to explore other methods/routes that junior high students can use. The district has determined which children are crossing Amar Road at Grandview Lane and have sent warning letters to the parents directing them to have their children use the established safe routes to school by crossing Amar Road at Lark Ellen Avenue or at Valinda Avenue. Under the p 1ovisions of Section 21373 of the California Vehicle Code the district has also made an official request to Los Angeles County to study this intersection. The County must now study the intersection and, if a traffic signal is justified, the signal must be installed. Before this request, staff had also requestedkthIe County to study the intersection. .In addition, if a signal is to be installed, the City will have to agree to the installation and will probably be requested to fund one-half of the costs. THAT THE MARKED CROSSWALK AND CROSSING GUARD AT THE INTERSECTION OF ORANGE AVENUE WITH YARNELL STREET BE RELOCATED TO THE SOUTH LEG OF THE INTERSECTION OF ORANGE AVENUE WITH DURNESS STREET. FINDINGS This item was reviewed by the City Traffic Committee during its meeting on October 21�, 1997 and was held over to provide an opportunity for staff to,review the crossing of Durness Street at Orange Avenue to determine if an additional crossing guard was warranted. During the October meeting it was determined that the existing crossing guard at Orange Avenue and Yarnell Street was, critical and should not be moved. Therefore, a separate crossing guard was discussed but the required information was not available. Surveys of cars turning at the intersection were conducted on November 14 and 19, 1997. In order for a crossing guard to be warranted, a young pedestrian/vehicle conflict result of 6.25 is required. This level was met on November 14 and 19, 1997. In addition the Police Department is concerned about the congestion and confusion at this intersection due to the total number of pedestrians and the total traffic. A crossing guard would platoon pedestrians thereby relieving some of the congestion and confusion. The cost off a crossing guard is about $3,500 to $4,000 per year and this location is not within the approved budget. If a crossing guard were to be established at this location, the Police Department would need to make budgetary adjustments for the remainder of the 1997/98 school year. REQUEST Richard Holquin, West Merced Avenue. THAT THE TRAFFIC SIGNAL AT THE INTERSECTION OF CALIFORNIA AVENUE AND MERCED AVENUE BE SET TO FLASH ALL RED. FINDINGS: This item was reviewed by the City Traffic Committee during its meeting on September �16, 1997 and was held over to provide an opportunity to obtain input from the property owners abutting the area of possible parking prohibitions necessary for the installation of left turn lanes. During the meeting it was determined (that the accidents at this location which prompted the request were predominantly left turn accidents involving vehicles turning left off of Merced Avenue onto California Avenue. The preferred method of reducing this type of accident is the installation of left turn lanes. There are 6vo means of providing space on Merced Avenue for left turn lanes. One method is to widen the street to continue the existing through lanes and parking while adding the left turn lanes. The other method is to eliminate parking while continuing the through lanes and adding the left turn lanes. Staff sent out nine letters, sketches, and self-addressed stamped postcards to the property, owners abutting the street areas where parking would be prohibited.' .Seven postcards were returned with four in favor of the parking restrictions and three in opposition as indicated on the attached sketch. The City's past practice has been to not implement parking restrictions for left turn lanes where there is opposition. To address the high incidence of left turn accidents at several locations in the City where abutting property owners have opposed parking restrictions, the City recently initiated a street widening for left turns program. The cost to widen a street by five feet on each side varies depending upon the number of obstructions to be relocated and can be from $40,000 to $100,000 per intersection as compared to $2,000 to implement parking restrictions. r The intersections presently included in the street -widening program are: Vine and Valinda Service and Valinda Merced and Valinda Lark Ellen and Rowland Lark Ellen and Puente Cameron and Lark Ellen Cameron and Hollenbeck STAFF RECOMMENDATION: THAT THIS LOCATION BE ADDED TO THE STREET WIDENING FOR LEFT TURNS PROGRAM LIST FOR POSSIBLE FUTURE CAPITAL IMPROVEMENT PROGRAMI FUNDING. FINDINGS: The 19 locations of the requested stop signs are indicated on the attached list and map. Home construction is underway on a number of lots in this area and sales are taking place. The result is that the streets in these tracts are open or will soon be open to public use. The developer is concerned about the potential for accidents at the presently uncontrolled intersections. The State Traffic Manual warrants for single stop sign installations is descriptive rather than numerical. The warrant applicable to this request is "on a' 'street entering a legally established through highway or street." All of the 19 locations comply with this warrant. The City's past practice is to install single stop signs on minor street approaches as requested unless there is some other reason not to do so. FINDINGS Glendora Avenue is a truck route from the south City limit to Lakes Drive. This designation not only permits trucks to use the street, but it permits trucks to park on the street. Between Valinda Avenue and Vincent Avenue, truck parking is limited to 2,hours. The owner of the retail center east of Glendora Avenue and south of Valinda Avenue is concerned that any type of truck parking adjacent to the center is detrimental to its' businesses as the large trucks block the view of shops from Ithe street. The owner understands that truck parking can not be prohibited on a truck route without prohibiting all parking. Since there is ample on -site parking, he has requested in writing that all parking be prohibited on the easterly side of Glendora Avenue between Valinda Avenue and Vincent Avenue. I This prohibition would be accomplished by replacing the 2-hour truck parking signs with no parking signs. In reviewing the street over the past month, staff has only seen trucks parked in this area. Therefore, changing the parking restriction should provide the desired effect without being detrimental to any other parking.
