PP-91204 VETERANS' MEMORIAL WALL AT THE CIVIC CENTER COURTYARD - APPROVAL OF PLANS AND SPECIFICATIONS . SUMMARY: Plansl and specifications have been prepared for this project which includes installation of eight memorial plaques, lighting and refurbishment of the courtyard wall near City Hall. Estimated cost for this project is $35,000. BACKGROUND At the request of C'ouncilmember Mike Touhey, staff has investigated the possibility of locating a Veteransl Memorial Wall near the proposed bandshell in the courtyard of the Civic Center. While designs and alternative locations for the bandshell are currently being reviewed, plains for the Memorial are now complete. The current project schedule will allow for an unveiling and dedication ceremony just prior to Memorial Day 1998. The original plan for the Memorial was proposed a few years ago for the area near the flagpoles just south of the courtyard. Costs for the project were estimated in the $250,000 range and far exceeded the combined project allocations. Various veterans groups were then contacted to establish a plan for a Memorial Wall which could be located in the Civic Center courtyard. Numerous plans were developed by the group which resulted in thle preparation of the attached final proposed plans. The design for the wall includes bronze plaques depicting five officially recognized seals of the military service, the official POW/MIA symbol and a "Rememberance" plaque. The plaques are to be mounted upon the wall to the west of the water fall in the courtyard. An eighth (existing) plaque will be relocated from the breezeway near the Police Simulator room to a frame mounted just above the new memorial wall. The wall will be lit by flush, mounted fixtures illuminating upwards from the adjacent concrete deck. New landscape materials will be installed in the planter area above the plaques. Seven local veterans groups participated in the design process and letters in support of the project have .been received from the Veterans of Foreign Wars, Los Angeles Department of Military and Veterans Affairs, and the Department of Jewish War Veterans, and the Disabled American Veterans. FISCAL IMPACT The estimated cost of the veterans' memorial wall project is $35,000. Funding for the band shell/pavillion land memorial wall has been approved in the amount of $.100,000 from the Citywide Maintenance District in the 1991-92 CIP and in the amount of $75,000 from the Construction Tax fund in the 1992-93 CIP. ALTERNATIVES An alternative toI this project includes postponing the project until plans and specifications are complete for the bandshell/pavilion portions of the project, or to not proceed with this project. i i City Manager and City Council January 6, 1997 Page Two RECOMMENDATION It is recommended that City Council approve the plans and specifications for Project No. PP-91204 and authorize the City Engineer to call for bids.
