Parcel Map 19410 - Approve Final Map - Pacesetters, Inc.
Pacesetters, Inc., is requesting final map approval in order to
develop a portion of their parcel on the northeast corner of Azusa
and Cortez Avenue. It is recommended that the City Council adopt
the following resolution:

It is proposed that the City Council adopt resolutions approving

9) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF MAY 9, 1989
Accept and file
I. The City initiated request for a Five -Year Renewal Speed Study
of Glendora Avenue resulted in a recommendation that a 40
MPH limit be established between Vincent and the South City
Limits and that the current 35 MPH limit be retained between
Vincent and Garvey Avenue South.
II. The City initiated request for a Five -Year Renewal Speed Study
of Temple Avenue resulted in a recommendation that the existing
35 MPH limit be retained.
III. The request of Cindy Mitchell for stationing of a crossing
guard at Rowland and Astell was held over.
IV. The request of Roger MacDonald for establishment of a permit
parking zone on Rowland between Sunset and Shadydale was
approved.
V. The City initiated request for one hour time limit parking
restrictions on the east side of Glendora in front of 1010,
1014 and 1018 resulted in a recommendation that a two-hour
time limit parking restriction be installed in front of 1010
only.
VI. The request of Linda Moke for installation of a multi -way
stop sign at Mardina and Idahome was denied.
VII. The Annual Intersection Accident Rate Report for 1988 was
recommended for receive and file..
VIII. The request of Juanita Gibson for installation of a multi -way
stop or traffic signal at the intersection of Temple and
Woodgate was denied.

10) ORDINANCE FOR ADOPTION (Waive reading and adopt)
An ordinance amending the City's contract with the Public Employee's
Retirement System was introduced at the April 24 City Council meeting
and is now before the City Council for final adoption.

D. PUBLIC WORKS DIVISION
1) PP-89205 - Landscape Architect Consulting Services for Gemini Street
Plans and specifications are required 'for the improvement of the
open space area at Gemini Street and Kimberly Drive. The consultant
has submitted a Proposal to prepare the plans and specifications.
It is recommended that the City Council take the following actions:
a) Establish City Project PP-89205.
b) Authorize the transfer of $5,500 from City Project MP-87111
(181-320-3713-7900) to Project PP-89205 (181-320-3919-7900).
c) Accept the Proposal of Environmental Images, Landscape Architects
of Orange, dated May 9, 1989, in an amount not to exceed $4,100
and authorize the Mayor and City Clerk to execute an Agreement
with Environmental Images for the work to be done.

2) Landscape Maintenance District #6 - Status Report
The final public open space areas in Maintenance District No. 6 are
now being landscaped. This report provides a brief summary of the

1) . COMMUNITY SERVICES DEPARTMENT
a) City of West Covina's Commute Management Plan
The purpose of this report is to present the City's Commute
Management Plan for Council's approval. It is recommended that
the City Council approve the Commute Management Plan as delineated
in the staff report and authorize staff to submit said plan
to the Air Quality Management District for approval.

b) Maximum Landfill Disposal Rates
The method for establishing the maximum landfill disposal rates
is proposed to be modified and continue to protect the interest
of West Covina. It is recommended that the City Council adopt
the following resolution:

THE CITY OF WEST COVINA, CALIFORNIA, REPEALING RESOLUTION NO.
7210 AND RESOLUTION 5772 AND REESTABLISHING THE PROCEDURES FOR
SETTING THE MAXIMUM RATES FOR NONHAZARDOUS WASTE DISPOSAL AT
THE BKK LANDFILL IN THE CITY OF WEST COVINA.

c) Automated Refuse Service and Curbside Recycling
West Covina Disposal has submitted proposals to automate refuse
service and provide curbside recycling service in West Covina.
It is recommended that the City Council. receive the proposed
operational plans for curbside recycling and automated refuse
service from West Covina Disposal Company and refer the proposals
to the Waste Management and Environmental Quality Commission
and staff for analysis, review and recommendation to the City
Council.

a) Revised Guidelines and Procedures for Implementing the California
Environmental Quality Act CEQA Resolution
The proposed CEQA Resolution updates the City's current guidelines
for the evaluation of projects and the preparation of
Environmental Impact Reports and Negative Declarations. It
is recommended that the City Council approve these revised
guidelines by adopting the resolution entitled:

THE CITY OF WEST COVINA, CALIFORNIA, REPEALING RESOLUTION 6455

1) POLICE DEPARTMENT
a) Externals (JDIC) Computer System
The Chief of Police requests City Council approval to enter
into an agreement with the County of Los Angeles for a computer
interface. It is recommended that the City Council authorize
the Chief of Police to sign an agreement with the County of
Los Angeles to complete a system -to -system computer interface.

b) National Safety Council Award
Each year the Police Department competes in the National Safety
Council Motorcycle and Vehicle Safety Award Program. We took
First Place in the Police Motorcycle category and Third Place

Fair Share of Federal Resources for Drug Enforcement
The L.A. County Board of Supervisors has requested the City of West
Covina to send a resolution to our Federal representatives requesting
a reallocation of Federal resources for drug enforcement. It is
recommended that the City Council adopt the following resolution:

CITY OF WEST COVINA, CALIFORNIA, REGARDING THE REALLOCATION OF FEDERAL

Water Wells on City Property
Valencia Heights Water Company is requesting the use of a portion
of City -owned property for the installation and operation of up to
two water wells. It is recommended that the ,City Council take the
following actions:
a) Grant permission to Valencia Heights Water Company to file an
application for a use permit for water wells on the City -owned
property located east of Barranca Street and south of Walnut
Creek Channel.
b) Authorize staff to develop the easement documents to allow access
to and use of the northeast corner of the subject property by
Valencia Heights Water Company for water well purposes.

Civic Center Courtyard
The Queen of the Valley Foundation is requesting use of the Civic
