of projects funded from the City's federally funded Community
Development Block Grant.

Location: North of Amar Road, east of Nogales.
Accept water line improvements and authorize release of St.
Paul Fire & Marine Insurance Company Faithful Performance
Bond No. 400-GS-9844 in the amount of $19,500. Staff recommends
acceptance.
c) SD-87114 - Sunset Avenue Storm Drain - Cornish Construction
Location: Sunset Avenue from Workman Avenue to Puente Avenue.
Accept storm drain improvements and authorize release of Safeco
Insurance Company Faithful Performance Bond No. 5098772 in
the amount of $547,000. Staff recommends release.
d) MP-87148 - Fuel Tank Removal - Tank Protect Engineering
Location: City Yard, Fire Stations #2 and #3 and California
Avenue Parkette.
Acknowledge completion of fuel tank removals and authorize
release of American Motorist Insurance Company Faithful
Performance Bond No. 403SM-70898000 in the amount of $13,900.
Staff recommends acceptance.
e) SD-88107 - Storm Drain Retention Basin - De Armond Construction
Location: Southwest corner Cameron Avenue and East Hills Drive.
Accept storm drain retention basin improvements and authorize
release of Amwest Surety Insurance Company Faithful Performance
Bond No. 1137469 in the amount of $14,650. Staff recommends
acceptance.
f) PP-88205 - Del Norte Park Walkway Lighting - Raymor Electric
Location: Del Norte Park
Accept walkway lighting improvements and authorize the release
of Amwest Surety Insurance Company Faithful Performance Bond
No. 1158058 in the amount of $18,787. Staff recommends
acceptance.
g) SP-88113 - Azusa Avenue Rehabilitation - Excel Paving Co.
Location: Azusa Avenue from Cortez Street to Temple.
Accept Azusa Avenue rehabilitation and authorize release
of Federal Insurance Company Faithful Performance Bond No.
8116-46-09 in the amount of $766,671.29 subject to Notice
of Completion procedure.

6) AWARD OF BIDS
a) PP-89201 - Gingrich Park Security Lighting
This project provides for the installation of security lighting
at Gingrich Park. The total project cost is $57,000 including
contingencies. It is recommended that the City Council accept
the bid of Dewco of Yorba Linda in the amount of $51,954.00
as submitted at the bid opening on April 26, 1989, and
authorize the Mayor and City Clerk to execute an Agreement
with said contractor for the work to be done.
b) PP-88202 - Shadow Oak Park Improvement
This
project consists
of the construction of restroom
facilities,
three tennis
courts and lighting in
Shadow Oak
Park.
The construction cost
is $284,959.72. It is
recommended
that
the City Council take
the following actions:
a)
Transfer $20,000
from City Project

to City Project

b) Accept the bid of Western Commercial Construction of
Covina in the amount of $284,959.72 as submitted at the
bid opening on April 11, 1989, and authorize the Mayor
and City Clerk to execute and Agreement with said Western
Commercial Construction for the work to be done.
c) Authorize negotiation and execution of a deductive Change
Order in the approximate amount of $40,000.00 for deletion
of the tennis courts lighting system.
c) Purchase of Replacement Vehicles
The Police Department requests City Council approval to purchase
six replacement vehicles from asset seizure funds. It is
staff's recommendation that:
a) The City Council find that it would be impracticable,
useless or uneconomical to initiate a formal bid process.
b) The City Council authorize the Chief of Police to purchase
six unmarked vehicles from Hertz Car Sales, Los Angeles,
at a unit price not to exceed $14,500, including tax.
7) CONSTRUCTION ACTIVITIES (Receive and file)
Quarterly Construction Activity Report
This report is to provide the City Council with a summary of major
construction activity in the City for the quarter ending March 31,
1989, as reflected by the Building permits issued.

is requested for freeway (I-10) landscape modifications adjacent
to southeast Azusa Avenue on -ramp. It is recommended that the City
Council take the following actions:

authorize the City Engineer to call for bids.

E. COMMUNITY SERVICES DIVISION
1) COMMUNITY SERVICES DEPARTMENT
a) Maximum Landfill Disposal Rates
The method for establishing the maximum landfill disposal rates
is proposed to be modified and continue to protect the interests
of West Covina. It is recommended that the City Council hold
this matter over to the May 22 City Council meeting.

b) Parking of Recreational Vehicles
This is a report on the current codes regulating the parking
of recreational vehicles and a brief discussion of other options
that may be available to improve the current codes. It is
recommended that the City Council refer to the Traffic Committee
the possible imposition of Section 22-189 of the Municipal Code
in the Greenville/Astell area.

c) Commute Management Plan
The purpose of this report is to inform the City Council of
Regulation XV, and how this regulation will affect the City.
Staff is presenting the full range of options available to the
City for review and comment from the City Council. It is
recommended that this report be received and filed with any
Council input given to staff by Friday, May 12, 1989.

2) BUILDING DEPARTMENT
a) PP-89204 - Repair of Friendship Park Concession Stand
This project consists of the repair of fire damage to the Galaxie
Little League concession stand at Friendship Park. The estimated
total cost of the project is $12,200. A waiver of public bidding
is requested to address the potentially dangerous and unstable
structure. It is recommended that the City Council take the
following actions:
a) Establish Project PP-89204 for the repair of the concession
building at Friendship Park.
b) Authorize transfer of $12,200 from the uninsured loss account
#360-320-2829-4714 to Project PP-89204 account
#110-320-3918-7500.
c) Approve the waiver of the competitive bidding process due
to the emergency nature of this repair pursuant to West
Covina Municipal Code Section 2-330(b).
d) Approve the contract with Armstrong Construction to complete
this repair for an amount not to exceed $10,200.

3) HUMAN SERVICES DEPARTMENT
a) Dial -A -Ride Incentive Funding Application
Staff is requesting approval to apply for a second year of
Incentive Program Funds from the Los Angeles County Transportation
Commission. It is recommended that the City Council approve
the filing of an application with the Los Angeles County
Transportation Commission for Incentive Program Funds for the
City's Dial -A -Ride service.

b) Corridor Shuttle Evaluation
After a one-year evaluation of the service, staff is recommending
a number of changes to the Corridor Shuttle service. Included
are expansion of the surface route and institution of a
counter -flow service along the route. It is recommended that

Transit Services as necessary for the extended service.

operations. It is recommended that the City Council adopt the
