The amount of claim had not been determined at time of presentation. b) Paul Devine vs City of West Covina On February 28, 1989, a claim for lost wages amounting to $215.00 was received by the City Clerk's Office. c) Reno Jackson vs City of West Covina On March 15, 1989, a claim for vehicle impound costs and lost wages amounting to $183.00 was received by the City Clerk's Office. 4) TEMPORARY USE PERMITS (Receive and file) Temporary Use Permit No. 1873-89 was issued to West Covina Toyota, 8215 S. Glendora Avenue, for balloons on April 8-9, 1989. Temporary Use Permit No. 1874-89 was issued to Best Products, 501 S. Vincent Avenue, for a sidewalk sale on April 16, 1989. Temporary Use Permit No. 1875-89 was issued to Aris Helicopter, 345 Nogales, for an equipment lift on April 29, 1989. 5) ACCEPTANCE OF IMPROVEMENTS AND/OR RELEASE OF BONDS Unclassified Use Permit 349 - Public Works Improvements - Location: 2009 West Garvey Avenue North Accept public works improvements and authorize release of Cash Deposit in the amount of $19,000. CONSENT CALENDAR Continued 6) MISCELLANEOUS PUBLIC WORKS a) 1988-89 Aid -to -Cities Funding Each year the County gives the cities funds to assist in street maintenance. The proposed resolution is the formal request for this year's funding in the amount of $127,286. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID -TO -CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM STREETS. b) Application for State Per Capita Grant Program On November 14, 1988, the City Council adopted Resolution No. 8262 approving the applications for Park Restroom Replacements funded primarily by the California Wildlife, Coastal and Park Land Conservation Program. Although not required at that time, the State is now directing us to use their sample resolution for application authorization. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND PARK LAND CONSERVATION ACT OF 1988 FOR THE FOLLOWING PROJECTS: PARK RESTROOM REPLACEMENT - CORTEZ PARK PARK RESTROOM REPLACEMENT - DEL NORTE PARK PARK RESTROOM REPLACEMENT - GINGRICH PARK PARK RESTROOM REPLACEMENT - PALM VIEW PARK c) Citywide Sewer Standby and Availability Charges - 1989-1990 - Method of Collection The Public Hearing that is required to be held by the City Council on the collection method for the Citywide Sewer Standby and Availability Charges for 1989-90 is proposed for May 22, 1989. CONSENT CALENDAR Continued 7) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF APRIL 11, 1989 (Accept and file I. The City initiated request for an Annual Vehicular Accident Report for 1988 was received and filed. II. The request of Wayne Dowdey, City Engineer, City of Covina, for removal of existing street sweeping signs at 1200 East San Bernardino Road was approved. III. The City initiated request for installation of double yellow centerline stripe on Montezuma Way between Vine and Citrus was approved. IV. The City initiated request for removal of school warning sign, 25 MPH speed limit signs, school crosswalk sign and marked crosswalk on Willow at Alwood adjacent to the closed Willowwood School was approved. V. The City initiated request for an additional eastbound Garvey Avenue South approach to the eastbound I-10 ramps easterly of Barranca was approved subject to concurrence by the California Department of Transportation. VI. The City initiated request for a Five Year Renewal Study of Virginia Avenue resulted in a recommendation of no change in the current 35 MPH limit. VII. The City initiated request for restricted parking on the west side of Vincent between Garvey Avenue South and West Covina Parkway was denied. VIII. The City initiated request for posting of temporary signs prohibiting fireworks was approved. IX. The request of John Kakos for operating the Barranca/Garvey Avenue South traffic signal on all -red flash was denied. 8) ORDINANCES FOR ADOPTION (Waive reading and adopt) Two ordinances were introduced at the April 10, 1989 City Council meeting and are now before the City Council for final adoption. ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP. (Zone Change No. 610 - C.. W. Poss) ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTIONS 22-131 AND 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO INCREASES AND DECREASES OF STATE LAW MAXIMUM SPEEDS. 9) CITY TREASURER'S REPORT FOR THE MONTH OF MARCH, 1989 Treasurers's Report of cash balances and investments. CONSENT CALENDAR Continued 10) AWARD OF BIDS a) SP-88104 - Barrier Removal (Sidewalk) April 24, 1989 Page Six This project consists of the construction of sidewalks and wheelchair ramps to provide safe access to schools and to remove barriers that hinder the mobility of the physically handicapped. The total project cost is $140,000.00. It is recommended that the City Council take the following actions: a) Transfer $55,000 from Transportation Development Act contingency fund and $20,000 in TDA funds (132-320-3906-7200 and from Project SP-89106 to Project SP-88104 (132-320-3804-7200). Total amount transferred $75,000. b) Accept the bid of Fecit Strata Construction Company of Whittier in the amount of $121,284.10 as submitted at the bid opening on April 13, 1989, and authorize the Mayor and City Clerk to execute an Agreement with said Fecit Strata Construction Company for the work to be done. b) TP-89114 - Sunset Avenue Bus Pad and Turn -Out This project consists of the construction of a concrete bus pad and turnout on Sunset Avenue in coordination with the work being done by Queen of the Valley Hospital. The construction cost is $21,934.70. It is recommended that the City Council take the following actions: a) Transfer $4,000 from SP-88116 (121-320-3822-7900) and $22,000 from City Project TP-89108 (121-320-320-3814-7900) to City Project TP-89114 (121-320-3917-7900). Total amount transferred: $26,000. b) Accept the bid of E.G.N. Construction, Inc. of Pomona in amount of $21,934.70 as submitted at the bid opening on April 17, 1989, and authorize the Mayor and City Clerk to execute an Agreement with said E.G.N. Construction, Inc. for the work to be done. c) PP-88202 - Shadow Oak Park Improvements This project consists of the construction of restroom facilities, three tennis courts and lighting in Shadow Oak Park. The construction cost is $284,959.72. It is recommended that the City Council hold over the award of contract to allow for additional staff review of the bids received on April 11, 1989. COMMUNITY SERVICES DIVISION 1) COMMUNITY SERVICES DEPARTMENT a) b) Cultural Center Study Status Report The Cultural Center Study Committee is reporting on the demand for a cultural center in West Covina. It is recommended that the City Council approve the recommendation of the Cultural Study Committee to proceed with the consultant's work to develop a facility plan and design an operations plan as specified in the contract executed in January, 1989. Maximum Landfill Disposal Rates The method for establishing the maximum landfill disposal rates is proposed to be modified and continue to protect the interests of West Covina. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REPEALING RESOLUTION NO. 7210 AND RESOLUTION 5772 APPROVING THE MAXIMUM RATES FOR NONHAZARDOUS WASTE DISPOSAL AT THE BKK LANDFILL WITHIN THE CITY OF WEST COVINA.
