W. Poss Location: Northwest corner of Grand and Holt Avenues The applicant has requested approval of a General Plan Amendment, East Hills Specific Plan Amendment, Zone Change and Tentative Tract Map. The project has been substantially redesigned since it was referred back to the Planning Commission last year. The Planning Commission conducted a public hearing on the revised project on March 15, 1989, and adopted resolutions recommending that the City Council approve General Plan Amendment No. I-89-1, East Hills Specific Amendment No. 5, and Zone Change No. 610 and certify the Final Program Environmental Impact Report and Addendum thereto. Staff recommends release. 7) MISCELLANEOUS PUBLIC WORKS a) d Tank Management City P rvices A Request for Proposal for Underground Storage Tank Management was issued in November, 1988 and it is proposed to enter into a contract with Enviropro, Inc. for the sum of $32,113.00. It is recommended that the City Council accept the proposal of Enviropro, Inc. of Chatsworth for the amount of $32,113.00 and authorize the Mayor and City Clerk to execute an Agreement with Enviropro, Inc. for the work to be done. b) Azusa Avenue Third Lane Parking Restrictions - Follow -Up Report On January 9, 1989, a report concerning installation of third lane striping on Azusa Avenue was presented to Council. Council requested Staff to hold a meeting with the affected property owners on Azusa Avenue and make a report back to Council for their consideration on April 10, 1989. It is recommended that the City Council authorize further review in twelve months. c) Tract 39471 - Substitution of Securities - ISA Financial Corporation The City has received a corrected security for Tract 39471 landscaping as a replacement for an existing security with a typographical error. It is recommended that the City Council authorize the release of Imperial Savings Association Letter of Credit No. 87108 and accept substitution improvement security Letter of Credit No. 87107 in the amount of $13,175. - 5 - • 0 City Council Agenda C. C%WNITY SERVICES DIVISION 1) COMMUNITY SERVICES DEPARTMENT a) Prohibiting Power Blowers The Waste Management and Environmental Quality Commission is requesting the City Council ban all power blowers in the City of West Covina. It is recommended that the City Council deny the request of the Waste Management and Environmental Quality Commission to ban power blowers from the City of West Covina. ACTION: Motion by 2nd To Approve Disapprove Hold Over. 2) BUILDING AND SAFETY DEPARTMENT a) Weed Abatement This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant improved properties and vacant unimproved properties in the City of West Covina during the 1989 calendar year. It is recommended that the City Council take the following actions: 1) Adopt the following resolution for the 1989 Weed Abatement Program. 2) Set April 24, 1989 as the date for hearing of any objections or protests to said program. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ALL RUBBISH AND REFUSE UPON, AND ALL WEEDS GROWING UPON SPECIFIED STREETS AND PRIVATE PROPERTY WITHIN SAID CITY TO BE A PUBLIC NUISANCE AND DECLARING ITS INTENTION TO REMOVE AND ABATE THE SAME UNDER AND IN ACCORDANCE WITH THE PROVISIONS OF TITLE 4, DIVISION 3, PART 2, CHAPTER 13, ARTICLE 2, OF THE GOVERNMENT CODE. It is recommended that the City Council authorize the Finance Director to extend the agreement with McGladrey and Pullen to perform annual audits of City, Agency, and Authorities' records for the fiscal year ended June 30, 1989 for a sum not to exceed $63,940. Staff is .requesting the City Council to approve an additional 2-month advance of medical premiums to be repaid upon the employee's return to work. It is recommended that the City Council grant Patrick N. Duggan advance of medical premiums for the months of April and May 1989.
