Traffic Committee Meeting
January 21, 1997
I. REQUEST:
Anthony Mayer, 218 South Juniper, West Covina 91791.
THAT A 30", R-1 STOP SIGN BE INSTALLED ON THE NORTHBOUND
APPROACH OF JUNIPER STREET TO NORMA AVENUE.
FINDINGS:
This is the intersection of two residential streets. With the expansion of the
Auto -Plaza eliminating the north leg of Juniper, the intersection is configured as
a "T" with Juniper Street as the minor street approach. The intersection is
controlled by stop signs located on the east and westbound approaches of
Norma Avenue to Juniper Street. These stop signs were approved and installed
when Juniper Street was a through street with more traffic than Norma Avenue.
With the physical change at this intersection, the ideal designation of vehicular
right-of-way would be to remove the stop signs for Norma Avenue and to install a
stop sign for Juniper Street. However, the removal of long term stop signs
present pote I tial accident problems from drivers who are familar with the
intersection not recognizing the changed conditions.
Therefore, it is presently preferable to only install a stop sign on the northbound
approach of Juniper Street. There have been no accidents reported at this
intersection from January 1993 through December 1996 though the incidents of
right-of-way conflicts is relatively high.
STAFF RECOMMENDATION:
THAT A 30" R-1 STOP SIGN BE INSTALLED ON THE NORTHBOUND
APPROACH OF JUNIPER STREET TO. NORMAAVENUE..
TRAFFIC COMMITTEE RECOMMENDATION:
THAT A 30" 12-1 STOP SIGN BE INSTALLED ON THE NORTHBOUND
APPROACH OF JUNIPER STREET TO NORMA AVENUE.
