6) _ TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF FEBRUARY 14, 1989
Accept and file
I. The request of Roger MacDonald for parking restrictions on
the south side of Rowland west of Shadydale resulted in a
recommendation that parking restrictions for street sweeping
purposes be instituted.
II. The request of Agustin Garcia for installation of a multiway
stop sign at Hollenbeck and Walnut Creek Parkway and at Baymar
and Garvey Avenue South was denied.
III. The request of Phyllis MacDonald for removal of limited parking
restrictions on the south side of Merlinda between Valinda
and Emily Drive was approved.
IV. The request of Isabelle Hammel for installation of a "Not
a Through Street" sign on Thackery at Fleetwell was approved.
V. The request of Hal Heydenfeldt for installation of stop signs
on Butterfield and Robin Road at their intersections with
Norma Avenue was approved.
VI. The request of Diane Humble for approval of a fire lane sign
installation plan for the West Crest Condominiums located
at the intersection of La Puente Road and Sentous was approved.
7) ORDINANCE FOR ADOPTION (Waive reading and adopt)
An ordinance relative to land use processes was introduced at the
February 13 City Council meeting and is now before the Council for
final adoption.

Salary Resolutions
This report transmits to the City Council two resolutions for salary
increases. The first resolution is based upon a previously agreed
upon Memorandum of Understanding between the City and the West
Covina Communication Operator's Association. The second resolution
relates to Communication Management compensation. It is recommended
that the City Council adopt the following resolutions:

D. PUBLIC WORKS DIVISION
1) TP-89114 - Approve Plans and Specifications - Sunset Avenue Bus
Turn -Out and Bus Pad Improvements
This project consists of the construction of a concrete bus turn -out
and bus pad on Sunset Avenue in coordination with the work being
done by Queen of the Valley Hospital. Estimated cost is $30,000.
It is recommended that the City Council take the following actions:
a) Establish Project No. TP-89114.
b) . Approve plans and specifications for City Project TP-89114 and
authorize the City Engineer to call for bids.

- Bicycle Lane
The City of West Covina has received a grant. from the State of
California in an amount of $81,000 for the construction of the Walnut
Creek Bikeway between Sunset Avenue and the West Covina City Limit.
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, APPROVING LOCAL AGENCY -STATE AGREEMENT
NO. B.L.A. 5-89 AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
SAID AGREEMENT.

OPERATIONAL SERVICES DIVISION
1) Extension of Leave of Absence Without Pa - Mary Helen Salazar
City staff is requesting another extension of Mary Helen Salazar's
Leave of Absence Without Pay, to allow for a medical verification
that she is completely recovered and physically able to perform the
duties of Senior Communications Operator. It is recommended that
the City Council authorize a 49 day extension of the Leave of Absence
Without Pay to Mary Helen Salazar effective February 1, 1989 and
ending March 21, 1989.

1) Renewal of Telephone System Maintenance Agreement
This report recommends the renewal of the Telephone System Maintenance
Service Agreement with Tel Plus Communications, Inc. for a period
of one year. It is recommended that the City Council authorize staff
to execute the proposed renewal agreement as submitted by Tel Plus
Communications, Inc.

1) Second Amendment to Sublease Agreement - Lakes Public Parking Bonds
The City Council will consider a Second Amendment to the Sublease
Agreement for the Lakes Public Parking Bonds. It is recommended
that the City Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, APPROVING, AUTHORIZING AND DIRECTING
EXECUTION OF A SECOND AMENDMENT TO A SUBLEASE AGREEMENT RELATING
TO THE LAKES PUBLIC PARKING PROJECT, AND DIRECTING CERTAIN ACTIONS
WITH RESPECT THERETO.
