SP-96105 CONSTRUCTION OF SIDEWALKSMHEELCHAIR RAMPS SUMMARY: Twelve (12) bids were received and opened on January 8, 1997, for this project which consists of the construction of concrete sidewalks and wheelchair ramps to provide for safer pedestrian use, and to remove barriers that hinder the mobility of physically .challenged persons. The lowest responsible bid is $89,450.00 from Chino Construction Inc. of Chino, California. BACKGROUND On December 17, 1996, the City Council approved plans and specifications and authorized the City Engineer to call for bids for Project SP-96105 which calls for the construction of sidewalks and wheelchair ramps in various locations throughout the City. Some of the locations were requested by residents and the remaining were recommended by the staff in order to provide for safer mobility of the residents. Two new locations have been selected for the construction of sidewalks. 1. Valley Boulevard (north side) from about 300 feet west of Morganfield to east City limit. Total length is about 1,015 feet and the width is 7 feet. 2. Rowland Avenue (south side) from Neil Street to east City limit. Total length is about 235 feet and the width is 4 feet. The other part of the project is the construction of one hundred six (106) wheelchair ramps as shown on the attached list. Bid opening was on January 8, 1997. Twelve (12) bids were received and checked for errors and all were determined to be valid. ANALYSIS The estimated construction cost for this project as submitted in our memorandum on December 17, 1996 was $109,000. The construction cost of the low bidder is $89,450.00. The attached tabulation indicates the summary of bids received. Due to. a favorable low bid, there is about $19,000 that can be used to have more locations added to the project. FISCAL IMPACT Funding for this project is from the Transportation Development Act (TDA) funds of $129,000. Funding should be provided as follows: 1. Project Construction Cost $89,450.00 2. Preliminary Engineering 5,000.00 3. Construction'Engineering Inspection 6,000.00 4. Since a favorable bid was received, it is unlikely that costs would be reduced any further. RECOMMENDATION It is recommended that the City Council accept the bid of Chino Construction, Inc. in the amount of $89,450.00, as submitted at the bid opening on January 8, 1997, and authorize the Major and City Clerk to execute an Agreement with said Chino Construction, Inc. of Chino, California, for the work to be done.
