PP-96222 WALMERADO PARK EXTENSION OF SECOND STORY SNACK BAR - AWARD OF BID SUMMARY: Four bids were received and opened on January 15, 1997, for this project which provides for a second story extension to the snack -bar at Walmerado Park. The lowest responsible bid is $26,811.00 from Whelan Construction of West Covina,'California. BACKGROUND In the late 1970's, a combination score booth and storage building was constructed at Walmerado . Park for use by the Little League. In 1994, a 9' x 28' expansion of snack bar and second story storage room was added to the existing building. With the recent growth of the Little League to over 950 players (making it the largest league in the City), the facility has again become too small. Therefore, in the 1996-97 Capital Improvement Program, Council set aside funds for this project which allows for an expansion of the second story over the remainder of the first floor snack bar to create a 730 square foot meeting room. The project was advertised in the San Gabriel. Valley Tribune on December 30, 1996, and January 6, 1997. A mandatory job walk was held on January 7, 1997, with eight contractors present. On January 15, 1997, four bids were opened and reviewed in the office of the City Clerk. The lowest responsive bid was from Whelan Construction of West Covina, California in the amount of $26,811.00. B & Z Construction Monrovia $40,380.'00 FISCAL IMPACT Approval and funding 'din the amount of $15,000 has, been allocated from Park Development Fund "D" for this project in the 1996-97 Capital Improvement Program. The original funding of $15,000 provided fora small expansion to the second story storage room. However, due to the League's increased demand for meeting space, additional funding in the amount of $25,000 was needed from the remaining Park Bond `Grant'for Project No. PP-96219. This original Park Bond Grant application was for $90,000 and included $60,000 for the expansion of the restroom and $30,000 for the park buildings at Walmerado Park and was approved by Los Angeles County. In addition to the $26,811 for the construction contract, a sum'of $5,189 is needed for contract administration, inspection, and contingencies for a total funding of $32,000 to complete this project. ALTERNATIVES The alternative to the recommendation is to reject all bids and re -advertise. Since a highly competitive and favorable bid was received, it is likely that costs would not be reduced any further. I - RECOMMENDATION It is recommended that the City Council accept the bid of Whelan Construction in the amount of $26,811.001, as submitted at the bid opening on January 15, 1997, and authorize the Mayor and City Clerk to execute an agreement with said Whelan Construction of West Covina, California, for the wgrk to be done., Patrick J.
