BASKETBALL COURT LIGHTING AT ORANGEWOOD PARK
- APPROVAL OF PLANS AND SPECIFICATIONS
SUMMARY: This: project consists of the lighting of the basketball court at
Orangewood Park. The project was originally approved by the City
Council as part of the 1996-97 Capital Improvement Program. The
plans and specifications have been prepared and are now ready to
bid. The estimated project cost is $40,000.
BACKGROUND
After the completion of the two roller hockey rinks at Orangewood Park a noticeable
increase in the usage of the nearby basketball court was observed. This increase was a
result of the spillover lighting from the rinks providing just enough light to play basketball
on the half court nearest the lights. While play continues to this day the light levels on the
court are not adequate for safe basketball play. This lighting project will provide for play
on the full court with a safe lighting level of 30 foot candles at the court surface.
The City Council approved the 1996-97 Capital Improvement Program (CIP) on June 18,
1996 which included this project. The project will provide sports lighting for the existing
basketball court at Orangewood Park in addition to the installation of a security light and a
110 volt convenience receptacle in the recently constructed picnic shelter located
between the children's play area and the parking lot.
ANALYSIS
The project will provide sports lighting for the existing basketball court with four 25 foot
tapered and galvanized steel poles supporting eight 1,000 watt metal halide fixtures.
There will be some spillover light surrounding the basketball court. However, the spill
over light will be confined to the park, and there are no residences or businesses nearby.
The lights will turn off each night at 10:30 p.m. which is finishing time for the hockey
games.
During the design of the project it was ' noted that with the recent recreational
enhancements in this area, the use of the mid block crosswalk between the school and
the park has increased. Since this project, as well as the Edgewood Parking Lot
Expansion project involve electrical work, advance crosswalk flashers have been included
and should only increase each projects costs by about $5,000.
FISCAL IMPACT
The funding for this project is $35,000 in Community Development Block Grant funds.
The estimated project cost is as follows:
Design $ 2,000
Construction 33,000
Inspection and Contract Administration 2,000
Contingencies 3.000
Total Estimate $40,000
If, at the time of award, additional funding is needed for the added crosswalk flasher, a
recommendation will be made at the time.

ALTERNATIVES
The. only alternative at this time would be to abandon the project. There is no apparent
reason to consider this alternative.
RECOMMENDATION
It is recommended that the City Council approve the plans and specifications for
Project No. PP-97227 and authorize the City Engineer to call for bids.
