7) MISCELLANEOUS PUBLIC WORKS
PP--88202 - Electrical Service for Shadow Oak Park Improvements
The City of West Covina, in planning for future lighted tennis
courts and a restroom in Shadow Oak Park, is requesting Southern
California Edison Company for additional electrical power. To
supply this additional power, Southern California Edison Company
is requesting an easement for this purpose. It is recommended
that the City Council adopt the following resolution:

9) AWARD OF BIDS
a) Landscape Maintenance Contract Los Angeles County/West Covi
This contract provides for Maintenance of Landscaping,
Hardscaping and Sprinkler Systems of the Los Angeles County/West
Covina Civic Center. It is recommended that the City Council
accept the bid of Creative Landscaping, Inc. of Anaheim, in
the amount of $71,940.00 annually and authorize the Mayor
and City Clerk to execute an agreement with said Creative
Landscaping, Inc. for the work to be done.

b) Purchase.of Replacement Vehicles
The Police Department request City Council approval to purchase
three replacement vehicles for the Special Enforcement Team.
It is recommended that the City Council authorize the purchase
of three (3) replacement vehicles from the State of California
and transfer $50,000 from the General Fund contingency.
c) Assignment of Contract for Parking Citation Processing
This report requests the City Council approve the assignment
of the existing parking citation contract with Vertical
Management System to West Computil. It is staff's
recommendation that the City Council approve the assignment
of the existing contract for processing parking citations
from the Vertical Management System to West-Computil and
authorize the Mayor and City Clerk to sign said Agreement
and related documents.

recommending a program to maintain one-fourth of the curb numbers
annually at a cost of approximately $12,500 per year. It is

Capital Improvement Program and that the project be renewed annually
thereafter.

E. COMMUNITY SERVICES DIVISION
1) COMMUNITY SERVICES DEPARTMENT
a) Los Angeles County Hazardous Waste Management Plan
This is a report from the Waste Management and Environmental
Quality Commission on the reconsideration of the Los Angeles
County Hazardous Waste Management Plan as requested by the City
Council. It is the recommendation of the Waste Management and
Environmental Quality Commission that the City Council approve
the Los Angeles County Hazardous Waste Management Plan by the
adoption of a revised resolution containing the revised language
set forth in this report that would require the County of Los
Angeles to join the Southern California Hazardous Waste
Management Authority by July 1, 1990.

b) Sunshine Canyon Landfill
The Browning Ferris Industries of California Inc. has requested
the City of West Covina support the expansion of Sunshine Canyon
Landfill in the San Fernando Valley. This is a report from
the Waste Management and Environmental Quality Commission.
The Waste Management and Environmental Quality Commission
recommends to the City Council to take no position on the
expansion proposal for Sunshine Canyon by BFI and authorize
the Mayor to send an appropriate letter to Browning Ferris
Industries, the County of Los Angeles and the City of Los Angeles.

2) PLANNING DEPARTMENT
a) Housing Element Revision Consultant
This report presents staff's review of the consultants who have
submitted proposals to prepare the Housing Element revision
required to be completed by July 1, 1989. Staff recommends
that the City Council:
1) Approve an appropriation of funds from the City's General
Fund reserves to account 2313-6120 in the amount of $38,000
for the purpose of the Housing Element revision.
2) Approve Michael Brandman Associates as the consultant for
purposes of revising the Housing Element and authorize
the Mayor and City Clerk to execute the consultant agreement.

3) HUMAN SERVICES DEPARTMENT
a) Bus Shelter Maintenance
Nine new bus stop shelters will require additional funds to
cover their maintenance. Current contract is proposed to be
amended to cover additional costs. It is recommended that the
City Council approve the addition of $975.60 to the Valley Light
Industries contract for fiscal year 1988-89.

b) Amendment Policy for the Community Development Block Grant Program
The Department of Housing and Urban Development requires that
cities adopt a policy that addresses Community Development Block
Grant program changes that require citizen comments. It is
recommended that the City Council adopt the proposed CDBG
Amendment Policy.

a) Special Municipal Election of March 7, 1989
Arrangements for polling places and election officials have
been completed and require Council confirmation through resolution

also requires Council action. It is recommended that the City
Council adopt the following resolutions:

Staff has completed a market .survey of selected limited service
classifications and proposes an annual adjustment consistent
with the survey. It is recommended that the City Council adopt

b) Request for Advance of Medical Premiums - Patrick Duggan
An employee who has sustained serious injuries is presently
on leave of absence without pay. Staff is requesting the City
Council to approve a 2-month advance of medical premiums to
be repaid upon the employee's return to work. It is recommended
that the City Council grant Patrick N. Duggan advance of medical
premiums for the months of February and March 1989.

a) Six Month Budget Review
This report contains the quarterly update on revenues and
expenditures for fiscal year 1988-89 as well as staff's commentary

In October 1981, Council adopted Resolution No. 6447, which
established a destruction of obsolete records policy for the
West Covina Police Department in accordance with Section 34090
of the Government Code. It is recommended that the City Council
receive and file this report.

H. FISCAL SERVICES DIVISION
1) Workers' Compensation Administration Agreement
The City of West Covina must amend its contract for services with
their Third -Party Administrator due to the reinstitution of the West
Covina Fire Authority. It is recommended that the City Council approve
the agreement for Workers' Compensation Administration with Colen
and Lee.

As a result of the recommendations of the Citizens' Committee on
Public Services and Facilities, and in light of the pending preparation

current service levels as relected in the operating budget.
