CONSENT CALENDAR Continued 9) AWARD OF BIDS Continued b) Purchase.of Replacement Vehicles The Police Department request City Council approval to purchase three replacement vehicles for the Special Enforcement Team. It is recommended that the City Council authorize the purchase of three (3) replacement vehicles from the State of California and transfer $50,000 from the General Fund contingency. c) Assignment of Contract for Parking Citation Processing This report requests the City Council approve the assignment of the existing parking citation contract with Vertical Management System to West Computil. It is staff's recommendation that the City Council approve the assignment of the existing contract for processing parking citations from the Vertical Management System to West-Computil and authorize the Mayor and City Clerk to sign said Agreement and related documents. To Approve 2) Curb Number Painting - Shadow Oak Park restroom facilities Park.. The estimated that the City Council Project PP-88202 and Disapprove Hold Over, In 1985 curb numbers were painted Citywide. The Staff is now recommending a program to maintain one-fourth of the curb numbers annually at a cost of approximately $12,500 per year. It is recommended that the City Council establish a City project for repainting one-fourth of the curb numbers as part of the 1989-90 Capital Improvement Program and that the project be renewed annually thereafter. COMMUNITY SERVICES DIVISION 1) COMMUNITY SERVICES DEPARTMENT a) Los Angeles County Hazardous Waste Management Plan This is a report from the Waste Management and Environmental Quality Commission on the reconsideration of the Los Angeles County Hazardous Waste Management Plan as requested by the City Council. It is the recommendation of the Waste Management and Environmental Quality Commission that the City Council approve the Los Angeles County Hazardous Waste Management Plan by the adoption of a revised resolution containing the revised language set forth in this report that would require the County of Los Angeles to join the Southern California Hazardous Waste Management Authority by July 1, 1990. COMMUNITY SERVICES DIVISION Continued b) Sunshine Canyon Landfill The Browning Ferris Industries of California Inc. has requested the City of West Covina support the expansion of Sunshine Canyon Landfill in the San Fernando Valley. This is a report from the Waste Management and Environmental Quality Commission. The Waste Management and Environmental Quality Commission recommends to the City Council to take no position on the expansion proposal for Sunshine Canyon by BFI and authorize the Mayor to send an appropriate letter to Browning Ferris Industries, the County of Los Angeles and the City of Los Angeles. ACTION: Motion by 2nd by To Approve Disapprove Hold Over 2) PLANNING DEPARTMENT a) Housing Element Revision Consultant This report presents staff's review of the consultants who have submitted proposals to prepare the Housing Element revision required to be completed by July 1, 1989. Staff recommends that the City Council: 1) Approve an appropriation of funds from the City's General Fund reserves to account 2313-6120 in the amount of $38,000 for the purpose of the Housing Element revision. 2) Approve Michael Brandman Associates as the consultant for purposes of revising the Housing Element and authorize the Mayor and City Clerk to execute the consultant agreement. COMMUNITY SERVICES DIVISION Continued 3) HUMAN SERVICES DEPARTMENT a) Bus Shelter Maintenance Nine new bus stop shelters will require additional funds to cover their maintenance. Current contract is proposed to be amended to cover additional costs. It is recommended that the City Council approve the addition of $975.60 to the Valley Light Industries contract for fiscal year 1988-89. ACTION: Motion by 2nd by To Approve Disapprove Hold Over b) Amendment Policy for the Community Development Block Grant Program The Department of Housing and Urban Development requires that cities adopt a policy that addresses Community Development Block Grant program changes that require citizen comments. OPERATIONAL SERVICES DIVISION 1) CITY CLERK a) Special Municipal Election of March 7, 1989 Arrangements for polling places and election officials have been completed and require Council confirmation through resolution form. PUBLIC SAFETY DIVISION 1) POLICE DEPARTMENT a) Destruction of Obsolete Records February 13, 1989 Page Twelve In October 1981, Council adopted Resolution No. 6447, which established a destruction of obsolete records policy for the West Covina Police Department in accordance with Section 34090 of the Government Code. FISCAL SERVICES DIVISION 1) Workers' Compensation Administration Agreement The City of West Covina must amend its contract for services with their Third -Party Administrator due to the reinstitution of the West Covina Fire Authority.
