EDGEWOOD PARKING LOT EXPANSION
- APPROVAL OF PLANS AND SPECIFICATIONS
SUMMARY: This project consists of the expansion of the northerly
parking lot at Edgewod School by 52 spaces. The project
Was originally approved by the City Council as part of the
1996-97 Capital Improvement Program. The plans and
specifications have been prepared with input from the
West Covina Unified School District and the State
Architect's office and are now ready to bid. The
estimated project cost is $160,000.
BACKGROUND
With the increased parking demand at Orangewood Park combined with intensified pool
and soccor programs at Edgewood School, the parking lot on Merced Avenue has
become undersized. Recognizing this fact, the City Council budgeted a project within the
1996-97 Capital Improvement Program to expand the existing parking lot from 23 to 75
spaces.
The plans have been completed and have been modified to address concerns from the
West Covina Unified School District and the State Architect's office.
ANALYSIS
The plans and specifications have now been completed by staff and are ready for
advertising bids. Two problems which were found and solved during design were the
improvement of drainage on a portion of the existing parking lot and provisions to work
around Suburban Water Company's on -site facilities.
During design it was noted that with the recent recreational enhancements in this area,
the use of the existing mid block crosswalk between the school and the park has
increased. Since this project, as well as the basketball court lighting project involve
electrical work, advance crosswalk flashers have been included and should only increase
each projects costs by about $5,000.
FISCAL IMPACT
The allocated funding for this project is $155,000 from the Capital Projects funds. The
estimated project cost is as follows:
Design 5,000
Construction 140,000
Inspection and Contract Administration 5,000
Contingencies 10.000
Total Estimate $160,000
If, at the time of award, additional funding is needed for the added crosswalk flasher, a
recommendation will be made at that time.

ALTERNATIVES
Two alternatives are to abandon the project or to reduce the scope of the project. There
are no apparent reasons, to consider these alternatives at this time.
RECOMMENDATION
It is recommended that the City Council approve the plans and specifications for Project
No. PP-97224 and authorize the City Engineer to advertise for bids for the project.
