REQUEST: P Police Department I' THAT PARKING BE PROHIBITED ON THE SOUTH SIDE OF ROWLAND AVENUE FROM ASTELL STREET TO 35 FEET WEST AND,12 FEET EAST. SUMMARY: I This item was held over from the November 19, 1996 Traffic Committee meeting to provide an opportunity for the adjacent residents and the school principal to express their opinions. The resident with the proposed 35 foot parking restriction is in favor. The resident with the proposed 12 foot parking restriction is not in favor.. And, the school principal is not in favor of either parking prohibition'': Since sight distances are impeded b vehicles'stopped ed at these locations the 9 i, p Y pp ,� safety of vehicle occupants, as well as school children pedestrians, is unnecessarily jeopardized. The 35 foot parking restriction would eliminate parking for two parked vehicles. The 12 foot parking restriction would not eliminate any legal parking area, but would clearly designate where parking is prohibited. In {observing the traffic during the worst case time in this area (beginning and ending of school sessions), there is ample parking available further from the school entrance. The parking pt ohibitions then becomes a safety enhancement accompanied by a minor inconvenience to parents. With safety being the primary concern, the parking prohibitions should be approved. REQUEST: City initiated._ MITTEE RECOMMENDATION: 3 BE PROHIBITED ON THE SOUTH SIDE OF ROWLAND A ASTELL STREET TO 35 FEET WEST AND 12 FEET EAST. r THAT TRAFFIC CONDITIONS BE REVIEWED AT AMAR ROAD AND WESTPORT DRIVE FOR A POSSIBLE TRAFFIC SIGNAL. See Agenda Item No. D-1 III. REQUEST: Christ Lutheran Church THAT PARKING BE PROHIBITED ADJACENT TO DRIVEWAYS FOR CHRIST LUTHERAN CHURCH AND CORTEZ PARK SO AS TO PROVIDE SAFE SIGHT DISTANCES. SUMMARY: An analysis of the sight distances for vehicles exiting church driveways and the park driveway reveals that there are not safe sight distances if there are vehicles parked along the curb in the vicinity of the driveways. The attached plan indicates the parking prohibitions required to provide safe sight distances. Those prohibitions range from 40 feet to 90 feet. TRAFFIC COMMITTEE RECOMMENDATION: THAT PARKING BE PROHIBITED ON THE WEST SIDE OF CITRUS STREET ADJACENT TO CHRIST LUTHERAN CHURCH AND CORTEZ PARK AS INDICATED ON THE ATTACHED PLAN. IV. REQUEST: Police Department THAT STOP SIGNS BE INSTALLED ON BELMONT AVENUE AT BAINBRIDGE AVENUE AND ON SHEFFIELD AVENUE AT BAINBRIDGE AVENUE. SUMMARY: Bainbridge Avenue borders the southerly side of California School. Belmont and Sheffield Avenues each form a T intersection with Brainbridge Avenue. The traffic,counts. reveal that all streets are residential in nature and have relatively light daily traffic except during the morning peak. Bainbridge Avenue has an ADT of 1,440 with an AM peak of 281 between 7:15 and 8:15 a.m. Sheffield Avenue has an ADT entering the intersection of 179 with an AM peak of 147 between 7:15 and 8:15 a.m. Belmont Avenue has an ADT entering the intersection of 542 with an AM peak of 151 between 7:15 and 8:15 a.m. Due to the higher AM peak hour conflicts which are predominately due to school drop- offs with numerous school children in the vicinity, it is beneficial to determine the right-of-way 'at these intersections rather than continuing as uncontrolled intersections. TRAFFIC COMMITTEE RECOMMENDATION: THAT STOP SIGNS BE INSTALLED ON BELMONT AND SHEFFIELD AVENUES AT THEIR INTERSECTIONS WITH BAINBRIDGE AVENUE AND THAT THE SAFE ROUTE TO SCHOOL PLAN BE REVIEWED FOR CALIFORNIA SCHOOL AT AN UPCOMING TRAFFIC COMMITTEE MEETING. REQUEST: Police Department THAT PARKING BE PROHIBITED ON THE SOUTH SIDE OF ROWLAND AVENUE FROM ASTELL STREET TO 35 FEET WEST AND 12 FEET EAST. FINDINGS: This item was held over from the November 19, 1996 Traffic Committee m11 eeting to provide an opportunity for the adjacent residents and the school principal to express their opinions. The request was prompted by complaints received that parked vehicles obstruct the vision of drivers at the northbound approach of Astell Street to Rowland Avenue. This intersection is controlled by a stop sign on the minor street li approach of Astell Street. The attached drawings show vehicles at the minor street approach and the conflicting vehicles on Rowland Avenue. The safe . stopping sight distance on wet pavement is shown at 300 feet for the Critical Approach Speed of 40 mph. Vehicles parked along the south side of Rowland Avenue east and west of Astell Street can obstruct the vision of drivers at the northbound approach of Astell Street. If parking is prohibited for 35 feet west and 12 feet east of Astell Street along the south side of Rowland Avenue, drivers would have adequate safe stopping sight distance. There is also a marked school marked crosswalk on the east leg of the intersection at Rowland Avenue and Astell Street with an adult crossing guard. The proposed parking restrictions will also increase visibility of students entering the crosswalk from the south side of Rowland Avenue. II Staff has contacted both the residents abutting the proposed parking restrictions and the principal of Rowland Elementary School The resident abutting the proposed 35; feet of restricted parking to the west of Astell Street has no objection. The resident to the east of Astell Street is opposed to the 12 feet of restricted parking abutting his residence. However, parking is restricted by code in this area due to the proximity of the intersection. The principal of the Rolwland Elementary School is opposed to any parking restrictions because of the I relatively heavy parking demand before; and after the school session. However, the 35 foot of prohibited parking accounts for only one parking stall because there is an existing fire hydrant on this corner. The adult cross guard has it complained that vehicle operators cannot see pedestrians in the marked l crosswalk because of the parked vehicles obstructing the line of sight. DISCUSSION Staff has received and approved a request from the school district to remove 100 feet of red curb on the west side of Lark Ellen north of Rowland Avenue (fiv11 spaces) because this location is no longer needed as a .school bus stop, adding back these parking spaces will more than compensate for the loss of parking on 11 Rowland Aven l e. Maintenance Department staff will be removing the red curb the first week of January, 1997. The safe stopping sight distance on wet pavement is 360 feet at the Critical Approach Speed of 45 mph. The attached plan highlights the proposed parking prohibitions required to provide safe sight distances at three driveway exits. The parking prohibitions range from 40 feet to 90 feet. It may be beneficial to assign the right-of-way at these intersections _rather than allowing them to remain uncontrolled. According to the California Traffic Manual "the.Stop sign or signs should normally be posted on the minor street to stop the lessor flow of traffic."
