The request of William Beisel for installation of 20 feet of parking restrictions on the north side of Vine east of Glendora was approved. III. The request of Corey S. Warshaw for installation of protected left -turn phases at Grand Avenue and Holt Avenue was denied. IV. The request of Gloria Vargas for review of conditions at the intersection of Valinda Avenue and Summerplace resulted in a recommendation that a "Cross Road" warning sign be installed on Valinda Avenue and that the findings be forwarded to the Los Angeles County Department of Public works for their review. 9) CITY TREASURER'S REPORT FOR THE MONTHS OF NOVEMBER & DECEMBER, 1988 (Receive and File Treasurer's Report of cash balances and investments. 10) AWARD OF BIDS a) Assignment Contract for 1989 Weed and Rubbish Abatement We request that the City Council approve the assignment of the existing contract for weed and rubbish abatement from the San Gabriel Valley Fire Authority to the City of West Covina. It is recommended that the City Council: 1) waive the formal bid procedures as outlined in the West Covina Municipal Code, Article VII, Div. 2, Sec. 2-331 (i) (2) 2) approve the assignment of the existing contract for weed and rubbish abatement from the San Gabriel Valley Fire Authority to the City of West Covina and authorize the Mayor and City Clerk to sign said Agreement. 11) CONSTRUCTION ACTIVITIES Quarterly Construction Activity Report This report is to provide the City Council with a summary of major construction activity in the City for the quarter ending December 31, 1988. PUBLIC WORKS DIVISION 1) 2) January 23, 1989 Page Seven Senate Bill 140 - State -Local Transportation Demonstration Program Senate Bill 140 created a program for local street projects with up to a 50% contribution by the State Actual State funding is not yet approved, but applications are required to participate later. The City's Pavement Management System has identified $3.5 million of eligible backlogged residential street rehabilitation work. It is recommended that the City Council authorize an application in the amount of $3.5 million for the State -Local Transportation Demonstration Program. ACTION: Motion by 2nd To Approve Disapprove Hold.Over Tract 33553 - Streets, Sewers, Storm Drain Water Improvements and Monuments - Sentinel Development & San Marino Savinas and Loan Assn. Sentinel Development & San Marino Savings and Loan Association have bonded for the streets, sewers, storm drain, watir improvements and monuments for the development of Tract 33553. These improvements have either not been completed or accepted by the City and their bonds insuring that the improvements be completed aiiu accepted will expire on January 31, 1989. Therefore, staff is requesting that the City call up the bonds to complete the improvements. It is recommended that the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RELATING TO SELECTION AND TRAINING STANDARDS FOR PUBLIC SAFETY DISPATCHERS. This report transmits the agreed upon Memoranda to the Council. It is recommended that the City Council receive and file the agreed upon Memoranda of Understanding with the California League of City Employee Associations, Inc. and the West Covina City General Employees' Association. It is recommended that the City Council oppose SB 12 and AB 160. ACTION: Motion by 2nd To Approve Armenian Earthquake Relief Disapprove Hold Over. At the January 9, 1989 City Council meeting, the City Council requested a report on the success of the City of Walnut's "Day of Giving" for the Armenian Earthquake Victims. The .decision to offer assistance, as permissible under law, is a matter of City Council policy and staff makes no recommendation. CITY MANAGER Continued L 4) Multipurpose Room Use Policy Staff has proposed guidelines for the use of the courtyard -level Multipurpose Room for City Council review. The highest award given is the commemorative tile. The City Council has requested a summary of the tile policy for their review and possible revision. The criteria for presentation of a tile is a matter of City Council policy and staff makes no recommendation. ACTION: Motion by 2nd by Older Americans Recognition Day The 24th Annual Countywide Older Americans Recognition Day will be held on Saturday, May 20, 1989 and Council has asked that it be agendized for discussion. It is recommended that the City Council begin to think about possible candidates for Older Americans Recognition Day and be prepared to make a decision at the February 13, 1989 City Council meeting.
