This amendment proposes to allow single-family lots to have eight
foot high walls along the property lines adjacent to the
rights -of -way of principle or minor arterials, to buffer the noise
generated by the arterial traffic. It also places the responsibility
for the maintenance and repair of the wall on the property owner.
An eight foot wall is proposed to be required on all such lots
of all new single-fa-,.iily dwellings.

8) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF JANUARY 10, 1989
Accept and file
I. The request of Roger MacDonald for parking restrictions on
the south side of Rowland west of Shadydale was held over
for additional study.
II. The request of William Beisel for installation of 20 feet
of parking restrictions on the north side of Vine east of
Glendora was approved.
III. The request of Corey S. Warshaw for installation of protected
left -turn phases at Grand Avenue and Holt Avenue was denied.
IV. The request of Gloria Vargas for review of conditions at the
intersection of Valinda Avenue and Summerplace resulted in
a recommendation that a "Cross Road" warning sign be installed
on Valinda Avenue and that the findings be forwarded to the
Los Angeles County Department of Public works for their review.

10) AWARD OF BIDS
a) Assignment Contract for 1989 Weed and Rubbish Abatement
We request that the City Council approve the assignment of
the existing contract for weed and rubbish abatement from
the San Gabriel Valley Fire Authority to the City of West
Covina. It is recommended that the City Council:
1) waive the formal bid procedures as outlined in the West
Covina Municipal Code, Article VII, Div. 2, Sec. 2-331
(i) (2)
2) approve the assignment of the existing contract for weed
and rubbish abatement from the San Gabriel Valley Fire
Authority to the City of West Covina and authorize the
Mayor and City Clerk to sign said Agreement.
11) CONSTRUCTION ACTIVITIES
Quarterly Construction Activity Report
This report is to provide the City Council with a summary of major
construction activity in the City for the quarter ending December
31, 1988.

Senate Bill 140 - State -Local Transportation Demonstration Program
Senate Bill 140 created a program for local street projects with
up to a 50% contribution by the State Actual State funding is not
yet approved, but applications are required to participate later.
The City's Pavement Management System has identified $3.5 million
of eligible backlogged residential street rehabilitation work. It
is recommended that the City Council authorize an application in
the amount of $3.5 million for the State -Local Transportation
Demonstration Program.

Tract 33553 - Streets, Sewers, Storm Drain Water Improvements and
Monuments - Sentinel Development & San Marino Savinas and Loan Assn.
Sentinel Development & San Marino Savings and Loan Association have
bonded for the streets, sewers, storm drain, watir improvements and
monuments for the development of Tract 33553. These improvements
have either not been completed or accepted by the City and their
bonds insuring that the improvements be completed aiiu accepted will
expire on January 31, 1989. Therefore, staff is requesting that
the City call up the bonds to complete the improvements. It is
recommended that the City Council direct the City Engineer to call
up Developers Insurance Company's Faithful Performance Bonds as
follows:

This report recommends that the City Council introduce an
Ordinance stating that the City will adhere to the State of
California's selection and training standards for Public Safety
Dispatchers in order to receive State reimbursement for such
training. It is recommended that the City Council introduce
the following ordinance:

recommended that the City Council adopt the following resolution:

staff makes no recommendation.

to groups or individuals. The highest award given is the commemorative
tile. The City Council has requested a summary of the tile policy
for their review and possible revision. The criteria for presentation
of a tile is a matter of City Council policy and staff makes no
recommendation.

Older Americans Recognition Day
The 24th Annual Countywide Older Americans Recognition Day will be
held on Saturday, May 20, 1989 and Council has asked that it be

13, 1989 City Council meeting.
