Garvey, for balloons on December 10-11, 1988. 6) MISCELLANEOUS PUBLIC WORKS a) SP-89104 - Willow Avenue - County Cooperative Project The County has requested that the City participate in the resurfacing of Willow Avenue by including a small area of City jurisdiction at a cost of approximately $5,000. It is recommended that the City Council authorize the issuance of a Purchase Order in the amount of $5,000 to Los Angeles County Department of Public Works for resurfacing of Willow Avenue. b) SP-88113 - Amendment t The Amendment will enable the County to change its method of payment to the City for its portion of the work. It is recommended that the City Council authorize the Mayor and City Clerk to execute an Amendment to the Cooperative Agreement with Los Angeles County Department of Public Works for the Azusa Avenue Street Rehabilitation Project. c) Vacation of Sewer and Electrical Lighting Easements Rnrinvnlnmmant 4nnnry The Redevelopment Agency is requesting the City of West Covina to vacate a certain sanitary sewer and a certain electrical lighting easement in order to facilitate the development of the northeasterly quadrant of Vincent Avenue and Garvey Avenue South. It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. - A RESOLUTION OF THE CITY OF WEST COVINA, CALIFORNIA, VACATING AND ABANDONING A PORTION OF AN ELECTRICAL LIGHTING EASEMENT WHICH HAS BEEN SUPERSEDED BY RELOCATION. CONSENT CALENDAR Continued 7) AWARD OF BIDS a) Purchase of Mobile Radios Bid 89-1 Bids were solicited for the purchase of mobile radios for the Maintenance Department. Upon reviewing the bids received,. it is proposed to award the bid to the lowest bidder. It is recommended that the City Council award Bid 89-1 for the purchase of 32 mobile radios to Mobile Radio Inc., in the amount of $25,340.70including tax. b) SP-88113 - Azusa Avenue Street Improvements This project consists of the construction of asphalt overlay to improve the condition of a deteriorated street. The total project cost is $881,000.00. It is recommended that the City Council take the following actions: a) Transfer $757,700 Federal Aid Urban Funds from City Project SP-88102 (Account No. 133-320-3802-7200) and $123,300 in Construction Tax Funds from City Project SP-88102 (Account No. 161-320-3803-7200) to Project SP-88113 (New Account Nos. 133-320-3828-7200 and 161-320-3828-7200, respectively). Total amount of $ 881,000. b) Accept the bid of Excel Paving Company of Long Beach in the amount of $766,671.24 as submitted at the bid opening on December 1, 1988, and authorize the Mayor and City Clerk to execute an Agreement with said Excel paving Company for the work to be done, subject to the concurrence of the State of California, Department of Transportation. c) SP-89113 - Installation of Conduit for Future Median Landscapino in Azusa Avenue The conduit installation is required to provide water and power for future median landscaping and irrigation improvements. The total cost of the improvements is $21,000. It is recommended that the City Council take the following actions: a) Appropriate $21,000 from Citywide Landscaping and Maintenance funds to City Project SP-89113 .(Account No. 180-320-3915-7900). b) Accept the bid of Herman Weissker, Inc. of Long Beach in the amount of $18,209.60 as submitted at the bid opening on December 12, 1988, and authorize the Mayor and City Clerk to execute an Agreement with said Herman Weissker, Inc., for the work to be done. PUBLIC WORKS DIVISION 1) Ordinance Introduction - Sunset Avenue and Grand Avenue Speed Zones In order to implement the Council approved speed zones on Sunset Avenue and Grand Avenue, it is necessary to amend the Municipal Code. It is recommended that. the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS. Motion by 2nd by To Introduce Disapprove Hold Over 2) PP-89201 - Approve Plans and Specifications - Gingrich f I i-k+in- This project provides for the installation of security lighting at Gingrich Park. The estimated cost is $40,000 including engineering, inspection and contingencies. It is recommended that the City Council approve plans and specifications for City Project PP-89201 and authorize the City Engineer to call for bids. ACTION: Motion by 2nd by To Approve Disapprove Hold Over 3) Request for Sole Source Purchase of Traffic Control Equipment The Capital Improvement Program for 1988-89 provides funds for miscellaneous traffic signal improvements and implementation of a fuel efficient traffic signal management system on Azusa Avenue. The cost of the required equipment for this program is $88,04.16 It is recommended that the City Council approve waiver of competitive bidding procedures and authorize the purchase of traffic controllers, cabinets, cabinet modifications and master computer upgrade, from Multisonics in the amount of $88,004.16, including tax. It is recommended that the City Council approve the plans and specifications for City Project WP-87126 and authorize the City Engineer to call for bids. Joint Meeting - City Council and Rowland Unified School District Board The residents of the Gemini Street area have requested the opportunity to speak to a joint meeting of the City Council and Rowland Unified School District Board concerning the court -ordered removal of the Gemini wall and cul-de-sac. It is recommended that the City Council consider scheduling a joint meeting with the Rowland Unified School District Board for January 30, 1989, at the Shadow Oak Park Community Building to permit the Gemini Street residents the opportunity to address both bodies simultaneously concerning the proposed opening of Gemini Street. C01-14UNITY SERVICES DIVISION 1) COMMUNITY SERVICES DEPARTMENT a) Cultural Center Study A study investigating the needs and support for a cultural center in West Covina has been proposed. This is a report on the staff's review of the consultants who have submitted proposals to conduct this study. It is recommended that the City Council take the following actions: a) Approve an appropriation of funds from the City General Fund Reserve to account 2311-6120 in the amount of $27,000 for the purposes of the cultural center study. b) Approve Harrison Price Company as the consultant for the purposes of conducting the proposed cultural center study and authorize the Mayor and City Clerk to execute the consultant agreement. ACTION: Motion by 2nd by To Approve Disapprove Hold Over b) Sewer Sludge As requested by the City Council, a report has been received from the City of Los Angeles on reducing their reliance on landfilling of sewer sludge in the future. It is recommended that the City Council receive and file this report. OPERATIONAL SERVICES DIVISION 1) FINANCE a) Annual Financial Reports (Continued from November 28, 1988) The City Council will review the Comprehensive Annual Financial Report of the City of West Covina and the Component Unit Financial Report of the Parking Authority for the fiscal year ended June 30, 1988. . It is recommended that the City Council receive and file both the Comprehensive Annual Financial Report of the City as well as the Component Unit Financial Report of the Parking Authority. ACTION Motion by 2nd by To Approve Disapprove Hold Over b) Purchase of Public Safety Vehicles The 1988-89 Police Budget provides for the replacement of patrol cars. It is recommended that the City Council take the following actions: a) The City Council find that it would be impracticable, useless, or uneconomical to initiate a formal bid process. b) That the City Council authorize the purchase of seven (7) 1988 Chevrolet Caprice Police Sedans, budgeted in the 1988/89 Police Budget from Sopp Chevrolet in the amount of $86,746.38 including tax and fees. c) That the City Council authorize the purchase of one (1) 1989 Chevrolet Caprice Police Sedan, to be funded from the uninsured loss account budgeted in Risk Management, from Sopp Chevrolet in the amount of $12,392.34 including tax and fees. The first resolution is based upon a previously agreed upon Memorandum of Understanding between the City and the West Covina Police Officers' Association. The second resolution relates to Police Management compensation. PUBLIC SAFETY DIVISION 1) Police Computer System Development - Phase IV This report requests that the City Council authorize the transfer of $65,000 from the .City's General Fund Contingency to Account #110-320-2110-6124 and authorize staff to issue Requests for Proposals for the consulting services needed to initiate Phase IV of the Police Computer System Development. Monies advanced from the Contingency Fund are to be repaid with expected Narcotics Asset Forfeiture Funds. It is recommended that the City Council take the following actions: a) Authorize the Transfer of $65,000 from the City's General Fund Contingency to Account #110-320-2110-6124; and b) Authorize staff to solicit proposals from qualified consultants for the professional services required to initiate phase IV of the Police Computer System Development.
