SUMMARY: The County of Los Angeles has investigated safety and traffic
concerns at the joint jurisdiction intersection of Nogales Street
and La Puente Road. To alleviate some of the problems, they
will install a southbound left turn phase to the traffic signal at
no cost to the City. To permit the work to proceed, the City
needs to temporarily grant jurisdiction of the intersection to the
County.
BACKGROUND
Over time, traffic has increased in the intersection of Nogales Street and La Puente Road. The
ability to safely make southbound left turns has been severely hampered. Driver are taking
greater risks to turn left and the number of accidents has increased.
ANALYSIS
The southbound left turn problem can be alleviated by adding a left turn phase to the existing
traffic. Los Angeles County has requested the City's concurrence in this installation. Since the
intersection is partially in the County and partially in the City, the City needs to temporarily
relinquish jurisdiction for the County to proceed.
FISCAL IMPACT
Los Angeles County will do the installation at no cost to the City. There will be a slight
increase in the City's annual portion of the energy costs.
ALTERNATIVES
The only alternative is to reject the County's offer.

It is recommended that the City Council adopt the following Resolution:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, CONSENTING TO THE
ESTABLISHMENT OF THE PORTION OF THE
'INTERSECTION OF NOGALES STREET AND LA PUENTE
ROAD WITHIN SAID CITY AS A PART OF THE SYSTEM
OF HIGHWAYS OF THE COUNTY OF LOS ANGELES.
WHEREAS, the Board of SuP ervisors did on December 12, 1995, duly adopt a
Resolution declaring the portion of the intersection of Nogales Street and La Puente Road, within
the City of West Covina, to be a part of the System of Highways of the County. of Los Angeles,
as provided in Sections 1700 to 1704 inclusive of .the Streets and Highways Code of the State
of California; and
WHEREAS, said Board of Supervisors by said Resolution requested this Council to give
its consent to allow the County to install a left turn signal arrow for southbound traffic and
perform appurtenant work at the aforementioned intersection in the City of West Covina; and
WHEREAS, pursuant to Section 15301, Class 1 (c), of the California Environmental
Quality Act (CEQA) Guidelines, the Secretary of Resources designated this type of project as
categorically exempt.
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. Consent to Inclusion in County Highwyy System. This City Councildoes
hereby consent to the establishment of the portion of the intersection of Nogales Street and La
Puente Road, within the City of West Covina, as part of the System of Highways of the County
of Los Angeles as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code
of the State of California. Said consent is for the purpose of modifying the existing traffic
signals and performing appurtenant work as may be necessary by the County of Los Angeles.
SECTION 2. Finding of Categorical Exemption. This City Council does hereby find
that the project is categorically exempt from the requirement for an Environmental Impact
Report pursuant to Section 15301, Class 11 (c), of the CEQA Guidelines.
SECTION 3. Finding of a Minor Nature. This City Council does hereby find that .
pursuant to Government Code, Section 65402 (b), the aforesaid street improvements are of a
minor nature and that, therefore, the-provisions-of-saidSection reguiri_ng the submission -to. and -
report upon said project by the City Planning Agency do not apply.
SECTION 4. That the City Clerk shall certify to the adoption of this Resolution.
