C-7e DATE February 6, 1996 SUBJECT: 1995-96', TRANSPORTATION DEVELOPMENT (TDA) FUNDING SUMMARY: Each year, pursuant to SB 821, the State of California provides funds for bicycle and pedestrian facilities. In order to claim these funds, it is necessary that the City apply for them. These funds will be needed for this year's sidewalk program. The 1995-96 TDA allocation is $37,392. BACKGROUND TDA funds are used by the City to complete sidewalk installations for the fill in of gaps in sidewalk on major and secondary streets. Over the years TDA funding ranging from $25,000- 40,000 per year has. been the major source of funds for new sidewalk construction. In order to claim the yearly TDA appropriations, an application must be filed with the Los Angeles County Transportation Commission as authorized by resolution of the City Council. ANALYSIS The City of West Covina has been allocated $37,392 for 1995-96. The cost estimate for this year's sidewalk construction project is $115,000 with the remaining funds coming from previously allocated TDA funds. The project will provide sidewalks at various locations to fill in gaps in sidewalks. Part of this year's project is a survey of the City to identify the most beneficial locations for sidewalk construction. The City Council should authorize the City Engineer to submit an application for those TDA funds allocated to the City of West Covina so that this year's sidewalk project can be funded. FISCAL IM The $37,392 will partially fund this year's priority sidewalk construction project. These funds are restricted and can only be used for construction of bikeway and/or pedestrian facilities in public rights of way. ALTERNATIVES The only alternatives would be to forgo construction of new sidewalk and return the funds to the State for redistribution to other agencies. WHEREAS, SB-821 provides that two percent of each County's total Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities; and WHEREAS, the City of West Covina has planned a sidewalk system in conformance with specifications of the California Traffic Manual; and WHEREAS, the City of West Covina desires to construct the master sidewalk system within the City utilizing the funds available under SB-821. NOW THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. Patrick J. Glover and Thomas M. Mayer are the City authorized signatories and designated contact people. SECTION 2. All funds available for allocation to the City of West Covina for bikeways and pedestrian facilities pursuant to SB-821 shall be requested. SECTION 3. The City. Clerk shall certify to the adoption of this Resolution.
