Glover City Engineer/Public Works Director City of West Covina OVlemorandum AGENDA ITEM NO. C-7 DATE February 6, 1996 SUBJECT: CHARLINDA. STREET STORM DRAIN - APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZING USE OF CITY STREETS SUMMARY: This project consists of the construction of a storm drain system in Charlinda Street, Cameron Avenue, and Citrus Street to alleviate localized street flooding problems. The County is requesting temporary transfer of jurisdiction of various streets in order to , construct the storm drain improvements within the City. The proposed Charlinda Street storm drain consists of 4500 feet of reinforced concrete pipe with diameters ranging from 60 to 24 inches and all appurtenant structures in Charlinda Street, Cameron Avenue, and Citrus Street. The attached location map shows the limits of this project. The construction of the project will alleviate localized street flooding problems which occurred during past rainy seasons. Part of this construction will take place on South Hills Golf Course and on a private property. The necessary easement for this work has been secured by the City from South Hill Golf Course and a private property owner residing at 2708 South Cameron Avenue. The Los Angeles County Department of public works has prepared the- plans and specifications for this project which will be available at the City Council meeting on February 6, 1996. The project advertising date is set for February 20, 1996. The project will be designed, administered and totally funded by the Los Angeles County Department of Public. Works. The resolution is part of the routine procedure whereby the City approves the construction plans and specifications of ,the Los Angeles County Department of Public Works and authorizes the use of public streets for construction, operation and maintenance of the project. ANALYSIS The construction of the storm drain will not only alleviate the localized flooding conditions, but also limit damage to the street pavement. Under the CEQA guidelines, this project is of a minor nature and, therefore, exempt from the requirement for an Environmental Report or Negative Declaration of Environmental Impact. RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING CERTAIN PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE CHARLINDA STREET DRAIN PROJECT IN THE CITY OF WEST COVINA, . CALIFORNIA, AND AUTHORIZING THE USE OF PUBLIC STREETS FOR CONSTRUCTION, OPERATION I AND MAINTENANCE OF THESE FACILITIES. The City Council of the City of West Covina does resolve as follows: SECTION 1. That those certain plans and specifications entitled, "Specifications for construction of Charlinda Street Drain, in the City of West Covina, the County of Los Angeles, State of California, " by this reference herein incorporated, be and the same are hereby adopted and approved, and the Los Angeles County Department of Public Works is hereby authorized to proceed with the construction therein described. Permission is granted hereby to use and occupy the public streets of the City of West Covina to construct, operate, and maintain the installations as and to the extent set forth in said specifications. The City Building and Engineering Department is hereby authorized and empowered to issue to said Department of Public Works any necessary permits for construction of said drains according to said specifications. SECTION 2. The Los Angeles County Department of Public Works shall not be' held accountable for the expense of relocation, alteration, or modification of this project, once installed, necessitated . by future street improvements, realignments, alteration, or reconstruction. SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
