C-7 C--- DATE February 6. 1996 SUBJECT: PROJECT NO. 94116 - CITY WATER RESERVOIRS MISCELLANEOUS IMPROVEMENTS - APPROVAL OF PLANS AND SPECIFICATIONS SUMMARY: Plans and specifications have been prepared for two City owned water reservoirs to perform miscellaneous improvements and repairs to prevent serious damage. The total . estimated cost for the project is approximately $220,000. In the early 1970's, steel Reservoir No. 1 was constructed easterly of Myra Court by U-Mark, Inc. for the Woodside Village Development. In the late 1970's steel Reservoir No. 2 was constructed in north east quadrant of Amber Valley and Amar Road in the City of Walnut by the City of West Covina through an EDA Federal Grant. Both reservoirs are now of sufficient age that they were inspected to determine the need for recoating and painting including any minor structural modifications. The inspection was completed by the consultant in early 1995. Based on their recommendations, plans and specifications have been prepared for this project to provide miscellaneous improvements to both reservoirs. These plans and specifications will be available at the City Council meeting on February 6, 1996. The miscellaneous improvements for this project consist of minor structural modifications to existing, handrail, ladder, roof etc:; installation and upgrade of Cathodic protection system for Reservoir No. 1 and No. 2; remedial spot coating. and painting of all damaged interior and exterior portions of roof and shell of both reservoirs including . all appurtenant. and incidental work. The bidding procedure for this project will include pre -bid qualifications of construction contractors. The procedure will ensure retention of a competent contractor who has considerable experience in this particular type of construction. The minor structural modifications will bring these reservoirs into compliance with current safety codes, standards and regulations. The installation and upgrade of Cathodic protection systems will protect the interior coating and prevent corrosion. Remedial coating and painting work will restore the integrity of the existing interior and exterior coating and painting of both reservoirs. Pursuant to California Environmental Quality Act, State Guidelines, the aforesaid improvements are of minor nature and, therefore, exempt from the requirements for Environmental Impact or Negative Declaration -of Environmental Impact . The funds available for this project are: WP-94116 (Water Fund) - $150,000. The estimated construction cost for the project is as follows: 1) Construction Cost 2) Preliminary Engineering 3) Construction Inspection and Material Testing 4) Contingencies $200,000 $4,000 $6,000 $10,000 TOTAL $220,000 i City Manager and City Council February 6, 1996 Page Two FISCAL BIPACT Continued The estimated construction cost exceeds the available funds. When the bids are ' opened, staff will make an appropriate recommendation for a fund transfer from reserve water funds. ALTERNATIVES i The Citycould delay the miscellaneous improvement of this project. This alternative could result in additional erosion damage to shells. The City could forgo the project and'risk serious damage which would need to be repaired at some later date at a higher cost. RECOMMENDATION It is recommended that the City Council !approve the plans and specifications for Project No. WP-94116 and authorize the City Engineer: to call for bids. I i i i atrick J.
