PP-96201 REMODEL SNACK BAR AND RESTROOMS AT DEL NORTE PARK - AWARD OF BID SUMMARY: On January 9, 1996, three bids were received and opened for this project which provides for remodeling of snack bar and restrooms at Del Norte Park. The lowest responsible bid was $13,800 from Whelan Construction of West Covina. BACKGROUND In the 1970's, a combination snack bar and attached restrooms were constructed at Del Norte Park for use by the Little League. The original restrooms are small and not functional. On December 19, 1995, the City Council approved the plans and specifications for this project which consists of repairing damaged interior walls, painting, remodel bathrooms, and add new flooring and light fixtures. Requests for bids were advertised in the San Gabriel Tribune on December 29, 1995 and January 3, 1996. It was also advertise in the Dodge Green Sheet. On January 4, 1996, a mandatory job walk was attended by four contractors. On January 9, 1996, three bids were opened and reviewed in the office of the City Clerk. The bids were as follows: ANALYSIS Staff reviewed the bid of Whelan Construction and found it to be complete and within the estimated cost of $17,200. In addition, Whelan Construction has done numerous City projects and has always done quality work in a timely manner. This' company is also in good standing with the State Contractor's License Board. FISCAL IMPACT Approval and funding in the amount of $17,200 has been allocated from Construction Tax for this project in the 1995-96 Capital Improvement Program. In addition to the construction contract, $2,600 is needed for contract administration, inspection, and contingencies for a total funding of $16,400 to complete this project. ALTERNATIVES Reject all bids and re -advertise. Since a highly competitive favorable bid was received, it is unlikely that costs would' be reduced any further. RECOMMENDATION It is recommended that the City Council accept the bid of Whelan Construction in the amount of $13,800 as submitted at the bid opening on January 9, 1996 and authorize the Mayor and City Clerk to execute an agreement with said Whelan Construction for the work to be done.
