CHAIN LINK FENCING AT CORTEZ PARK BASEBALL FIELD
- AWARD OF BID
SUMMARY: On January 9, 1996, two bids were received and opened for
this project which provides for chain link fencing at Cortez
Park baseball field. The lowest responsible bid was $16,300
from Mercury Fence of Baldwin Park.
BACKGROUND
At the November 21, 1995 City Council meeting, staff was directed to meet with the American
Little League at Cortez Park to assess the needs of the League to expand the existing ball field
to a size that could also accommodate minor division players and possible tournament play.
A meeting at the site between the League President and Engineering staff was held to determine
the minimum fencing requirements to accommodate extended League play. Plans and
specifications were prepared and advertised for bid in the San Gabriel Valley Tribune on
December 29, 1995 and January 3, 1996. On January 4, 1996, a mandatory job walk was
attended by three contractors. On January 9, 1996, two bids were opened and reviewed in the
office of the City Clerk. The bids were as follows:

ANALYSIS
Staff reviewed the bid of Mercury Fence Co. and found it to be complete and within the
estimated cost of $21,000. The total cost of the project is $25,000. The additional funding of
$4,000 will be used to' remove a tree, demolish existing sidewalk, relocate and construct new
side walk to accommodate the extended outfield fence line, and the relocation of base pegs.
Mercury Fence has done numerous city projects and has always done quality work in a timely.
manner. This company is in good standing with the State Contractor's License Board.
FISCAL IMPACT
Funding in the amount of $25,000 from the Capital Projects fund was approved by the City
Council at the December 19, 1995 meeting for this project. In addition .to the construction
contract, $3,200 is needed for the contract administration, inspection, and contingencies for a
total funding of $19,500 to complete this component of the project.
ALTERNATIVES
Reject all bids and re -advertise. Since a highly competitive favorable bid was received, it is
unlikely that cost would be, reduced any further.
RECOMMENDATION
It is recommended that the City Council accept the bid of Mercury Fence Co. in the amount of
$16,300 as submitted at the bid opening on January 9, 1996 and authorize the Mayor and City
Clerk to execute an agreement with said Mercury Fence Co: for the work to be done.
