PP-96205 ®PRINTED ON RECYCLED PAPER NEW SECOND STORY ADDITION TO THE LITTLE LEAGUE STORAGE BUILDING AT PALM VIEW PARK - AWARD OF BID SUMMARY: On January 9, 1996, two bids were received and opened for this project which provides for a new second story addition to the Little _League storage building at Palm View Park. The lowest responsible bid was $19,713 from Whelan Construction of West Covina. BACKGROUND In the 1970's, a combination score booth and storage building were constructed at Palm View Park for use by the Little League. Since then, the Little League has grown and needs additional storage space. During the 1995-96 Capital Improvement Program, the City Council approved this project. On November 7, 1995, the City Council approved the plans and specifications for his project which consists of constructing a new second story addition to the existing building. Requests for bids were advertised in the San Gabriel Tribune on December 29, 1995 and January 3, 1996. It was also advertise in the Dodge Green Sheet. On January 4, 1996, a mandatory job walk was attended by four contractors. On January 9, 1996, two bids were opened and reviewed in the office of the City Clerk. Cornerstone Masonry San Dimas $ 21,096 ANALYSIS Staff has reviewed the bid of Whelan Construction and has found it to be complete and within the estimated cost of $25,000. In addition, Whelan Construction has done numerous City projects and has always done quality work in a timely manner. This company is also in good standing with the State Contractor's License Board. FISCAL IMPACT Approval and funding in the amount of $25,000 has been allocated from Park Dedication Fees for this project in the 1995-96 Capital Improvement Program. In addition to the construction contract, $3,287 is needed for contract administration, inspection, and contingencies for a total funding of $23,000 to complete this project. ALTERNATIVES Reject all bids and re -advertise. Since a highly competitive favorable bid was received, it is unlikely that costs would be reduced any further. RECOMMENDATION It is recommended that the City Council accept the bid of Whelan Construction in the amount of $19,713 as submitted at the bid opening on January 9, 1996 and authorize the Mayor and City Clerk to execute an agreement with said Whelan Construction for -the work to be done.
