CONSENT CALENDAR Continued 7) MISCELLANEOUS PUBLIC WORKS a) Vacation of Sewer and Sidewalk Easements - Redevelopment Agency The Redevelopment Agency is requesting the City of West Covina to vacate a certain sanitary sewer and a certain sidewalk easement in order to facilitate the development of the northeasterly quadrant of Vincent Avenue and Garvey Avenue South. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, VACATING AND ABANDONING A PORTION OF A SIDEWALK EASEMENT WHICH HAS BEEN SUPERSEDED BY RELOCATION. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING SUPPLEMENT NO. 24 LOCAL AGENCY -STATE AGREEMENT NO. 07-5259 AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE SAID SUPPLEMENT NO. 24. 8) AWARD OF BIDS SP-89102 - Curb and Gutter Maintenance The Citywide curb and gutter project is for the repair of damaged curb, gutter and driveways. The total cost of the project is $48,000.00. PUBLIC WORKS DIVISION 1) Grand Avenue Pipeline Participation Agreement This agreement is for the City to participate in the construction of a joint waterline project in Grand Avenue with Walnut Valley Water District and Valencia Heights Water Company as an alternate source of supply. It is recommended that the City Council approve the Grand Avenue Pipeline Participation Agreement between the City of West Covina, Walnut Valley Water District and Valencia Heights Water Company and authorize the Mayor and City Clerk to execute the Agreement. ACTION: Motion by 2nd by To Approve Disapprove Hold Over. 2) Application for State Per Capita Grant Program 3) In June, 1988, the people of the State of California approved the California Wildlife, Coastal and Park Land Conservation Program whereby the City will receive $284,000 as a per capita grant. Staff proposes to utilize the grant to continue and complete the City's park restroom replacement program. It is proposed to authorize the City Manager to be the City's required representative. It is recommended that the City Council take the following actions: a) Approve filing applications for Park Restroom Replacements as the project for the State Per Capita Grant Program. b) Adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO BE THE CITY'S REPRESENTATIVE FOR PURPOSES OF THE CALIFORNIA WILDLIFE, COASTAL AND PARK LAND CONSERVATION PROGRAM. ACTION: Motion by 2nd by To WAIVE further reading of the Resolution, and To Adopt Disapprove ' Hold Over. 42169 - Modification of Securi Hassen Development Company is requesting a modification of their improvement security to utilize a Set Aside Letter rather than surety bonds to guarantee construction of required public improvements. They are also requesting approval of a Subordination Agreement for the City's existing Trust Deed on the property. It is recommended that the City Council take the following actions: a) Authorize the Mayor and City Clerk to execute a Subordination Agreement returning the City's existing Trust Deed to 2nd Trust Deed status. b) Authorize the City Engineer to execute a Set Aside Letter in the amount of $6,768,900 for Tracts 32323, 32324 and 41269 guaranteeing construction of required public improvements. COMNITY SERVICES DIVISION 1) COMMUNITY SERVICES DEPARTMENT a) West Covina Waste Disposal Franchise Agreement November 14, 1988 Page Ten The Waste Disposal Franchise Agreement is proposed to be modified to extend the life of the Franchise Agreement to December 31, 1997, and require West Covina Disposal to prepare plans for recycling and automated trash pickup to be considered by the West Covina City Council at a later date. It is recommended that the City Council approve the insertion of Article XV, as shown in attachment "A" to the Franchise Agreement, approve the extension of the Franchise Agreement to December 31, 1997, and authorize the Mayor and City Clerk to execute the revised Franchise Agreement. It is recommended that the City Council receive and file this report. ACTION: Motion by 2nd by To Approve Disapprove Hold Over. 2) PLANNING DEPARTMENT A) Resolutions for Unclassified Use Permit The applicant submitted a request for approval of an Unclassified Use Permit for a 62 seat drive through restaurant and a variance to allow a 35-foot high, 64 square feet per face, quadruple faced detached sign, located at 711 North Azusa Avenue in the Neighborhood -Commercial (N-C) Zone. At the Council meeting of September 26, 1988, the City Council requested a resolution denying the project. It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DENYING THE APPEAL OF THE UNCLASSIFIED USE PERMIT NO. 365 DECISION OF THE PLANNING COMMISSION AND THEREBY DENYING UNCLASSIFIED USE PERMIT NO. 365. COPMNITY SERVICES DIVISION Continued 3) BUILDING DEPARTMENT a) Emergency Repairs to Air Conditioning System - West Covina Civic Center This project will approve funding for the installation of four, 50 ton air conditioning condensers and associated valves for emergency repair of the air conditioning system serving City Hall and Police buildings. It is recommended that the City Council: 1) Authorize transfer of $45,000 from General Fund Contingency to City account $2332-6330 for the air conditioning emergency repair project. 2) Approve the waiver of normal solicitations of bids because of the emergency nature of this repair project pursuant to West Covina Municipal Code Section 2-333-i(1). 3) Approve the contract with to complete the emergency to exceed $41,116 pursuant 4, 1988. It is recommended that the City Council authorize a 71 day extension of the leave of absence without pay for Mary Helen Salazar, effective November 1, 1988, and ending January 10, 1989. OPERATIONAL SERVICES DIVISION Continued 2) CITY CLERK a) Destruction of Certain Documents as Prescribed by Law The microfilm program has produced a number of boxes of materials no longer required to be maintained by the City. In accordance with the provisions of State law, these materials may now be destroyed. PUBLIC SAFETY DIVISION 1) COMMUNICATIONS a) Extension of Radio Maintenance Agreement This report recommends that the City Council approve a one-year extension of the Radio Maintenance Agreement with Radio Lab of Glendale, California. It is recommended that the City Council approve the renewal of the Radio Maintenance Agreement with Radio Lab for a period of one year and authorize staff to process a purchase order for such extension. ACTION: Motion by d by To Approve Disapprove Hold Over 2) POLICE DEPARTMENT a) Cost Recovery This is a report to the City Council on the feasibility of charging fees to recover costs for emergency response of police and fire personnel to traffic accidents involving persons under the influence of alcohol or drugs. This is a progress report on that program. It is recommended that the City Council receive and file this report. They have recently changed vendors and have now submitted a new subscriber agreement to the Council for approval. It is recommended that the City Council approve and authorize the City Manager to sign the new vendor agreement with State Net.
