The City initiated request for review of vehicle capacity improvements on Azusa between Garvey Avenue South and Francisquito was recommended for receive and file. II. The request of J. Franco Rodriguez for review of traffic conditions on the 200 block of Morris Avenue resulted in a recommendation to perform a postcard survey of the residences concerning various alternatives. III. The City initiated request for installation of the two-way, left -turn lane on Citrus between Walnut Creek Channel and Garvey Avenue South was approved. IV. The City initiated Five -Year Renewal Speed Study of Cameron Avenue resulted in a recommendation that 40 MPH between pacific Avenue and Azusa Avenue be retained. That the speed limit between Azusa and Barranca be established at 45 MPH and that the speed limit between Barranca and the easterly City Limits be retained at 45 MPH. V. The City initiated request for a traffic and engineering study of Service Avenue resulted in a recommendation that the speed limit be established at 35 MPH between Glendora Avenue and Lark Ellen Avenue and that appropriate school 25 MPH signs be posted near the intersection of Valinda and Service. VI. PUBLIC WORKS DIVISION 1) TS-87158 - Approve Plans and Specifi September 26, 1988 Page Eight ions - Traffic Si Plans and specifications have been completed for the modification of the traffic signal at Barranca and Garvey Avenue North. This modification will include the installation of a actuated controller with north/south protected left -turn phases and east/west split phasing. The estimated cost of this project is $70,000. It is recommended that the City Council approve plans and specifications for City Project TS-87158 and authorize the City Engineer to call for bids. ACTION: Motion 2nd by To Approve Disapprove Hold Over 2) Underground Utility District No. 2 - Amended Boundaries It is proposed to expand the existing Underground Utility District No. 2 to include the area south of the freeway in the vicinity of Vincent Avenue and on Vincent Avenue to North Garvey Avenue. The overhead facilities, except electric transmission (very high voltage) lines, will be underground. A public hearing for any affected parties is required. It is recommended that the City Council take the following actions: a) Review and file the Engineer's report. b) Approve the proposed amended boundaries of Underground Utility District No. 2. c) Set Monday, October 24, 1988, at 7:30 P.M. as the date and time for Public Hearing on the .proposed. amended boundaries of Underground Utility District No. 2. PUBLIC WORKS DIVISION Continued 4) 1 Efficient Traffic m ram - Grant The Fuel Efficient Traffic Signal Management Program provides funding to establish timing patterns on major arterial streets to reduce delays and fuel consumption. This year's project, which the State has approved, is for Azusa Avenue between Cortez and Amar. The total cost of the project is $62,941.38. It is recommended that the City Council take the following actions: a) Establish Project TS-89112. b) Find that the aforesaid improvements are categorically exempt pursuant to Sections 15101 and 15106 of the California Environmental Quality Act. c). Adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY APPLICATIONS, CONTRACTS AND AGREEMENTS TO IMPLEMENT THE FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT GRANT PROGRAM. d) Authorize the transfer of $40,300 from TS-89109 (Account #161-320-3911-7900) to TS-89112 (Account #161-320-3915-7900) and the appropriation of $22,641.38 in Grant Funds to Project TS-89112. It is recommended that the City Council appeal the 1988 Regional Housing Needs Assessment numbers as they relate to the City of West Covina; authorize the Mayor to sign an appeal letter; and authorize staff to meet with SCAG to develop revised RHNA values. It is recommended that the City Council approve the Cultural Center Study - Request for Proposal and authorize its circulation. ACTION: Motion by 2nd by To Approve Disapprove Hold Over b) Air Quality/Growth and Mobility Strategies Methods or strategies to improve air quality, control growth and improve mobility have been developed by the Southern California Association of Governments and the South Coast Air Quality Management District. An overview of those that may be implemented by the City are discussed and an approach for consideration is presented. It is recommended that the City Council agree with the need to improve air quality, manage growth and improve mobility through strategies that are thoroughly analyzed, thoughtfully implemented and integrated with the goals of this community. ACTION: Motion by 2nd by To Approve Disapprove Hold Over 3) HUMAN SERVICES DEPARTMENT a) 1988/89 Community Development Grant Reduction HUD has notified the City that the expenditure of Community Development Block Grant for installation of sidewalks is not permissable and funds must be repaid. It is recommended that the City Council approve the revised 1988/89 Community Development Program and notify the HUD area office of our agreement to the reduction of the 1988/89 grant by $129,720. Staff is requesting the City Council to approve an additional 30-day leave of absence with pay as an advance against future leave time. It is recommended that the City Council grant Patrick N. CITY MANAGER 1) Mount San Antonio College Tripartite Agreement The City Council has supported Mount San Antonio College and the Cable Communications Cooperative Board by its annual financial commitment of $50,000. Staff proposes an amendment to the Tripartite Agreement enabling a $10,000 increase in the City's 1988-89 financial commitment for promotion and marketing of Channel 56, the public; educational, and government access channel. It is recommended that the City Council approve and authorize the Mayor to sign the contract amendment. Agency staff recommends that the City Council approval the Construction, Operation and Reciprocal Easement Agreement for the Lakes at West Covina. ACTION: Motion by 2nd by To Approve —Disapprove —Hold Over 3) City of Covina Action for Withdrawal from the V On September 20, 1988, the Covina City Council passed a motion "to direct the City Attorney and City Manager to withdraw from the San Gabriel Valley Fire Authority as soon as practical". The City Council of West Covina will consider the dissolution of the San Gabriel Valley Fire Authority. It is recommended that the City Council: 1) Adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RELATING TO THE DISSOLUTION OF THE SAN GABRIEL VALLEY FIRE AUTHORITY. 2) Direct staff to meet with the appropriate Covina City staff to provide for the dissolution of the San Gabriel Valley Fire Authority as soon as possible. CITY MANAGER Continued 4) Chamber of Commerce Meetings As you recall, the Executive Committee of the Chamber of Commerce requested a series of quarterly meetings to be arranged between themselves and the City Council. We have discussed this matter with the Chamber and they concur that consolidating several of the topics would be beneficial to everyone. Staff recommends that the City Council meet with the Executive Committee of the Chamber of Commerce on three occasions to discuss programs, events, the 1988-89 annual report and the 1989-90 budget. It is recommended that the City Council: 1) Authorize the implementation of a quarterly City-wide newsletter; 2) Authorize the development and marketing of a Speaker's Bureau; 3) Establish the activity of a Community Information Coordinator; 4) Direct staff to return to Council a complete report and recommendations regarding Town Forums and the cablecasting of Council meetings.
