SUMMARY: Twenty five (2S) bids were received and opened on Friday,
January 13, 199S, for this project which consists .of the
construction of concrete bus stop pads on Francisquito
Avenue and La Puente Road. The .lowest responsible bid is
$94,000 from Revco Solar Engineering, Inc. of Laguna Hills,
Ca.
BACKGROUND:
In the past, the City's Maintenance Department has repaired significant areas of damaged
.pavement near bus stops. These repairs have been relatively short-lived because of
continuing deterioration caused by arrival and departure of buses. The current project is part
of a continuing program to reduce maintenance costs, as well incovenience to the traveling .
public by constructing ;longer -lasting pavement at bus stop locations.
At the City Council meeting of September 20, 19%, the City Council approved plans and
II specifications for this project and authorized the City Engineer to call for bids.
The bids were opened In the office of the City Clerk on November 21, 1994, and eight (8)
bids were opened and 6viewed for errors. However, the lowest bidder, Golden Meadows
Construction was unlicensed at the time of the bid opening. The information was referred to
the City Attorney's office and a decision was made to reject all bids. Subsequently, the City
Council, at their meeting of December 6, 1994, concurred with the decision and rejected all
bids and then authorized the City Engineer to re -advertise and call for new bids.
Notice inviting bids for this project was re -advertised in the San Gabriel Valley Tribune on
December 21 and December 28, 1994. In addition, the project was re -advertised in the
Contractor's Green Sheets and Daily Construction, which notify the contractors of upcoming
projects in Southern California.
ANALYSIS:
On Friday, January 13 1995, twenty-five (25) bids were opened and reviewed for errors in
the office of the City Clerk. All bids were determined to, be valid. The lowest responsible
bidder was Revco Sold I r Engineering Inca of Laguna Hills, Ca. in the amount of $94,000.
The project consists of, removal and hauling of existing asphaltic pavement at the twelve (12)
bus stop areas and constructing concrete pavement, including all incidental and appurtenant
work on Francisquito Avenue (eight locations) and La Puente Road (four locations).

An alternative. is to reject all bids and re -advertise. Since.a favorable bid was received, it is
unlikely that costs would be reduced any further. Another alternative is to not do this
project. This would result in not achieving the benefits of these improvements.

It is recommended that the City Council accept the bid of Revco Solar Engineering Inc. of
Laguna Hills, Ca, in the amount of $94,000, as submitted at the bid opening of Friday,
January 13, 1995, and. authorize the Mayor and City Clerk to execute an agreement with said
Revco Solar Engineering Inc. for the work to be done.
