PP-95220 SNACK BAR AND FIELD UPGRADES .AT, ORANGEWOOD PARK Three (3) bids were received and opened on January 30, 1995, for this project which provides for a new storage building, netting, exhaust hood and miscellaneous repairs at Orangewood Park. The lowest responsible bid is $34,815.00 from Whelan Construction of West Covina.. ck J. Glover Engineer/Public Works Director In the early 1960's, the City of West Covina constructed the baseball field at Orangewood Park. Over a period of time, the foul ball netting has deteriorated and is in need of repair. A new exhaust hood is needed to comply with health and safety requirements. The dugouts need to _ be enclosed to prevent unauthorized entry by people who have been living in the structures. Also a storage facility is needed to allow the league to remove the items presently being stored in the snack bar. On November 15, 1994, the City Council approved the plans and specifications. for this project which consists of new netting along the first base side, chain link fencing and gates, storage building and exhaust hood. After the plans and specifications were prepared, the League expressed a desire to add netting to the third base side to protect fans and park occupants. This additional netting will also provide protection for the proposed in -line roller hockey facility. Requests for bids. were advertised in the San Gabriel Valley -Tribune on January 13 and January 19, 1995. It was also put in the Dodge Green Sheet. On January 23, 1995; a job walk was attended by six contractors. On January 30, 1995, three (3) bids were opened and checked for errors and all were determined to be valid. ANALYSIS Staff has reviewed the bid of Whelan Construction and has found it to be complete. In addition, we have contacted several companies that have had work done by Whelan Construction and have received favorable recommendations for their quality and workmanship. This .company is also in good standing with the State Contractors Board. The estimated cost of this project was $40,000 before the additional netting was included. The construction cost of the lowest responsible bidder is $34,815.00. Since the cost of the. additional netting exceeds 25 % of the contract price, City Council authorization is required to issue a change order. The cost of the additional netting is $15,800. An additional $26,000 is necessary to fully fund the project. Funds are available in the Park Dedication Fees for this Park District. Project funding should be provided as follows: Construction Cost $ 34,8I5 Preliminary Engineering 1,000 Construction Engineering, Inspection 1,185 Contingencies (includes additional netting) 19,000 Total $ 56,000 ALTERNATIVES The only alternative is to reject all bids and re -advertise. Since a highly competitive favorable bid was received, it is unlikely that costs would be reduced any further. RECOMN ENDATION It is recommended that the City Council take the following actions: a) Appropriate $26,000 from Park Dedication Fees to Project No. PP-95220. b) Accept the bid of Whelan Construction of West Covina in the amount of $34,815.00, and authorize the Mayor and City Clerk to execute an Agreement with said Whelan Construction for the work to be done. c) Authorize a change order for third base side netting in the amount of $15 , 800. atrick J.
