GEOTECHNICAL INVESTIGATION
AT 3033 CECELIA STREET - CONSULTANT AGREEMENT
SUMMARY: A privately hired geotechnical firm has found that a slope
within Maintenance District No. 4 may have some movement
which may be causing damage to a house located at 3033
Cecelia Street. The investigation was somewhat cursory and
the City needs to have its own in-depth investigation. Three
geotechnical engineering firms were contacted to submit a
proposal for the investigation, and two proposals were
received. Staff recommends using Leighton and Associates,
Inc., to do the investigation for an amount not to exceed
$6,700.
BACKGROUND
The property owner at 3033 Cecelia Street submitted a claim to her homeowner insurance
company concerning interior and exterior cracks in her house. The insurance company (20th
Century) hired a geotechnical engineering firm to investigate and submit a report. The
geotechnical firm. made what appears to be a visual investigation and submitted a report
stating that the cracks appear to be caused by possible slope movement. On that basis., the -
insurance company rejected the claim of the property owner. The property owner then
brought the matter to the attention of the City since the slope is in Maintenance District No.
4 and is under City control.
The site is partially on a hill side in Tract No. 31102, north of Shadow Oak Park, which was
graded in 1976 and the final soil and geological report by S.E. Medall and Associates, Inc.,
is on file and shows satisfactory.and accepted results.
Due to the cursory nature of the geotechnical report and the implication of City involvement,
the City should have its own investigation done. Three geotechnical engineering firms were
contacted to submit a proposal for soil investigation at the site.
ANALYSIS
The scope of work involved is to have a visual evaluation, measurement of settlement, soil
sampling, testing, and a geotechnical report. Three proposals were requested and two were
received:

of Fullerton, California $ 7,500
The staff reviewed and evaluated both proposals and recommends the selection of Leighton
and Associates, Inc., of Walnut to perform the required work. There are no known
geotechnical engineering firms located in West Covina.

FISCAL IMPACT
The total estimated cost is as follows:
1. Consultants Fees (not to exceed) $ 6,700
2. Staff Engineering and Contingencies $4,300
Total $ 8,000
Funds are available for this work within Maintenance District No. 4 Contingency Reserves.
This type of problem is one of the reasons why the District Contingency Reserves exist.
This proposed expenditure is unexpected and cannot be pre -budgeted.
ALTERNATIVES
An alternative solution is for the City to not do any further investigation and rely upon the
fact that, the compacted fill was .done under the supervision of a registered soil engineer and
certified by the contractor and the engineer. This alternative does not address the immediate
condition. .
RECOMMENDATION
It is recommended that the City Council take the following actions.
1. Establish Project No. MP-95111.
2. Appropriate $8,000 from Maintenance District No. 4 Contingency Reserves to Project
No. MP-95111.
3. Accept the proposal of Leighton and Associates, Inc., in an amount. "not to exceed"
$6,700, and authorize the Mayor and City Clerk to execute a Consultant's Agreement
with Leighton and Associates, Inc., for the work to be done.
