SP-94107 ®PRINTED ON RECYCLED PAPER CONSTRUCTION OF CONCRETE SIDEWALK/WHEELCHAIR RAMPS SUMMARY: Seventeen (17) bids were received and opened on Thursday, January 26, 1995, for this project which consists of the construction of concrete sidewalk and wheelchair ramps as requested by petition of the residents. The lowest responsible bid is $41,645.00 from Grigona and Sons Construction Co., Inc. of Azusa. BACKGROUND Each year, the City uses whatever funds are available from the Transportation Development Act (TDA) to construct sidewalks. Since the completion of the priority sidewalk program for "Safe Routes to Schools", locations are now chosen as a result of residents requests and staff recommendations for filling in gaps in existing areas of sidewalk. Residents have requested three locations for this year as follows: (1) Garvey Avenue North (north side) from Willow Street to west City limit .(1000 lineal feet). (2) Orange Avenue (west side) from Palm Drive to San Bernardino Road (85 lineal feet). (3) Citrus Street (east side) from Cameron Avenue to north of Evergreen (715 lineal feet). In addition to the above locations, the project includes 41 wheelchair ramps in various locations as shown on the attached location map. Twenty-five of these wheelchair ramps are funded from the Community Development Block Grant (CDBG) Funds and the rest are funded from the TDA Funds since they are sidewalk related. On December 20, 1994', the City Council approved the plans and specifications and authorized the City Engineer to call for bids. The bids were opened in the office of the.. City Clerk on Thursday, January 26, 1995. A total of seventeen (17) bids were received and checked for errors and all were determined to be valid. ANALYSIS The estimated cost for this project was $52,000. i The estimated cost is slightly lower than what was submitted in our memorandum on December 20, 1994 due to a lesser number of wheelchair ramps being constructed. The construction cost of the lowest responsible bidder is $41, 645.00. There is $18,000 budgeted in Project No. SP-94107 and it is proposed to appropriate an additional $19,000 from TDA unappropriated funds. TI?A funds can only be used for pedestrian and/or bicycle facilities. Also there is $250,000 available in CDBG funds in Project No. GP-95302 for barrier removal. The construction of the wheelchair ramps will use $15,000 of those funds. Therefore, the funds.available for this project will be.as follows: SP-94107 Transportation $ 37,000 Development Act (TDA) Funds GP-95302. Community Development 15,000 Block Grant (CDBG) Funds Total $ 52,000 Funding should be provided as follows: (1) Project Construction Cost $ 41,645.00 (2) Preliminary Engineering 2,100.00 (3) Construction Engineering, Inspection .3,000.00 (4) Contingencies 5,255.00 Total $ 52,000.00 ALTERNATIVES The only alternative is to reject all bids and re -advertise. Since a favorable bid was received, it is unlikely that costs would be reduced any further. RECONOIENDATION It is recommended that the City Council take the followings actions: a) Appropriate $19,000 from unappropriated TDA funds to Project No. SP-94107. b) Accept the bid of Grigolla and Sons Construction Co., Inc. of Azusa in the amount of $41,645.00, as submitted at the bid opening on January 26, 1995, and authorize the Mayor and City Clerk to execute an Agreement with said Grigolla and Sons Co., Inc. of Azusa for the work to be done.
