PP-95216 SCORE BOOTH/STORAGE BUILDING AND FLAG POLE AT SHADOW OAK PARK SUMMARY: Six (6) bids were received and opened on January 25, 1995, .for this project which provides for a score booth/storage building and flag pole at .Shadow Oak Park. The lowest responsible bid is $29,999.00 from Bill Theo Construction of. Downey, California. BACKGROUND J. Glover Engineer/Public Works Director When the San Jose Little League field was constructed in the late 1970's, no provisions were made for a score booth or storage area. Presently, the. league .uses a small temporary wood platform for a score booth and is storing equipment in. the snack bar. On December 6, 1994, the City Council approved the plans and specifications for this project which consists of a score booth/storage building and flag pole. Requests for bids were advertised in the San Gabriel Valley. Tribune on January 11 and January 17, 1995. It was also advertised in the Dodge Green Sheet. On January 19, 1995, a job walk was attended by seven contractors. On January 25, 1995, six bids were opened in the Office of the City Clerk and checked for errors and all were determined to be valid. ANALYSIS I Staff has reviewed the bid of Bill Theo Construction and has found it to be complete. In addition, we have contacted several companies that have had work done by Bill Theo Construction and have received favorable recommendations for their quality and workmanship. This company is also in good standing with the State Contractors Board. The estimated construction cost of this project was $25,000. The construction cost of the lowest responsible bidder is $29,999.00. The following tabulation indicates the summary of bids received. No. Contractor City of Bid Amount 1. The concrete and other delivery trucks cannot drive to the construction site due to the soft dirt conditions. All the materials will take some special handling. Concrete "pumping" alone increases the cost by about $1, 500.. To complete the project before the baseball season, it is necessary to deal with the adverse conditions rather than wait for the turf to dry out enough to support the trucks. awd95216 City Manager and City Council February 7, 1995 Page Two FISCAL IMPACT The project funding included in the Capital Improvement Program is .$35,000 from the Los Angeles County Proposition "A" Park Bond Grant. Unfortunately, this funding will not be available until some unknown later date. The requirements of the grant will not allow projects funded from other sources to be reimbursed with Proposition "A" funding. If the City waits until the Proposition "A" funds are available, the. project will not be completed for the 1995 Little League season. There are no Park Dedication Fees in this park district. Therefore; there are three sources of funds available to complete this work for the 1995 season: General Fund Reserves, City-wide Maintenance District Reserves and the Capital Projects Fund. Currently the Capital Project Fund has an available fund balance of $507,320. The Capital Projects Fund was estalished by the City Council to serve as a source of Capital Funding for projects which have no other funding source. If the $37,000 is funded from this account to complete the project, for the upcoming season there are possible future revenues to .reimburse this expenditure. These include any future park dedication fees and the potential sale of a portion of Shakespeare Park. The County and the City are in the preliminary stages of discussion regarding, the Shakespeare Park site and there are no commitments to date. Project funding should be as follows: - (1) Construction Cost $ 29,999 (2) Preliminary Engineering 1,000 (3) Construction Engineering, Inspection 1,000 (4) Contingencies 5,001 TOTAL $ 37,000 ALTERNATIVES One alternative is to reject all bids and delay re -bidding until Proposition "A" funds become t available. Another alternative is to rejecti all bids and re -advertise now. Since a favorable bid was received, it is unlikely that costs would be reduced any further.
