ANALYSIS
Staff has reviewed, the bid of Hondo Co. of Santa Ana and have found it to be complete. The
bid of $244,996.00 is over the estimated cost of $204,000.00. Prior to bidding, staff found that
the spring. riders were omitted from the Shadow Oak and Gingrich Parks plans: The addition
of these spring riders will require more safety matting for these two sites. Play structure roofs
were also added to conform with the other parks. Finally, adding to the increased bid price, it
was found .that demolition and disposal costs are up .60 % over engineers estimate.
FUNDING
The funding for this project is available through the Community Development Block Grant
(CDBG) and the Park Dedication Fees. The following.is a breakdown of funding available:
CDBG FY 1994-95 Barrier Removal $208,000.00
CDBG FY 1992-93 Barrier Removal Remaining Unused Funding 5,760.00

In addition to the contract amount bid by Hondo Company, staff is recommending that an
additional $32,204.00 be allocated for inspection and contingencies. The following is a

Reject all bids and readvertise for new bid proposals. Since the project had five bidders, staff
believes this alternative would not produce any significant savings and involves additional costs
for the bidding process.
RECOMMENDATION
It is recommended that the City Council accept the bid of Hondo Co. of Santa Ana in the
amount of $244, 996.000, as submitted at the bid opening on December 9, 1994, and authorize
the Mayor and City Clerk to execute an Agreement with said Hondo Co. of Santa Ana for the
work to be done.
