SUNVEVIARY: Pursuant to SB-821, each year the State of California provides funds for bicycle and pedestrian facilities. In order to claim these funds, it is necessary that the City apply for them. These funds will be needed for this year's sidewalk project. The 1994-95 TDA allocation is $39,175. BACKGROUND Transportation Development Act (TDA) funds derive from a 2 % set aside of County Transportation Funds (primarily Gas Tax) for the construction of sidewalk and bikeways. From that set aside, funds are allocated to the cities in the County. Historically, the annual TDA funds are used by the City for sidewalk installation. Over the years this funding has averaged $25,000 per year. This amount increased to $35,700 last year and $39,175 this year. In order to claim the yearly TDA appropriations, an application must be filed with the Los Angeles County Transportation Commission by June 30, 1995.- ANALYSIS The City of West Covina has been allocated $39,175 in TDA funds for 1994-95. The budget for this year's sidewalk. construction project is approximately $25,000. The project will provide sidewalks at locations on arterial and collector streets to fill in gaps and make existing sidewalk segments more useful. Since the completion of the "Safe Routes to Schools" sidewalk segments, we are also more responsive to residents requests for sidewalk construction. In order to receive this funding the City.must submit an application. In past years, the City Council has authorized the City Engineer to submit the required application for those TDA funds allocated to the City of West Covina. FISCAL IMPACT The $39,175 will fund this year's sidewalk construction project. The TDA funds can only be used for "the development of bicycle and pedestrian facilities". Due to past public opposition, the City Council suspended further development of the City's master bikeway system. Therefore, the only City use for TDA funds are the development of pedestrian facilities. ALTERNATIVES Remove the sidewalk installations from the 1994-95 Capital Improvement Program and do not apply for the TDA funds. RECOMMENDATION It is recommended that City Council adopt the following resolution: RESOLUTION NO. &L - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER SB-821. A RESOLUTION OF THE CITY COUNCIL OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER SB-821. WHEREAS, SB-821 provides that two percent of each County's total Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities; and WHEREAS, the City of West Covina has planned'a sidewalk system in conformance with specifications of the California Traffic Manual; and WHEREAS, the City of West Covina desires to construct the master sidewalk system within the City utilizing the funds available under SB-821 NOW, THEREFORE, the City Council of the City of West Covina, does resolve as follows: SECTION 1. Patrick J. Glover and Thomas M. Mayer are the City's authorized signatories and designated contact people. SECTION 2. All funds available for allocation to the City of West Covina for bikeways and pedestrian facilities pursuant to SB-821 shall be requested. resolution. SECTION 3.
