SIDEWALK CONSTRUCTION / BARRIER REMOVAL
APPROVAL OF PLANS AND
SPECIFICATIONS
SUMMARY: This project consists of the construction of
concrete sidewalk and wheelchair ramps to
provide for safer pedestrian use and to remove
barriers that hinder the mobility of the
physically handicapped. The estimated cost of
the project is $54,000.
BACKGROUND
In past years, the City has constructed sidewalk segments identified in a Federal sponsored
"Safe Routes to School" study. Those segments have been completed and the City can now
pursue work based on resident requests and the long standing City Council goal of having
sidewalks on all arterial and collector streets. Of particular interest is filling in gaps in
existing areas of sidewalks to optimize the benefit of the sidewalk construction.
Three new locations have been selected this year on the basis of the request of the residents
and they are as. follows:
(1) Garvey Avenue North (north side) from Willow Street to west City limit
L (1000 lineal feet).
(2) Orange Avenue (west side) from Palm Drive to San Bernardino Road (85
lineal feet).
(3) Citrus Street (east side) from Cameron Avenue to north of Evergreen (715
lineal feet) .
In 1985 the Engineering Department established notification procedures to affected property
owners for all public works projects in order to enhance the City's relations with the affected
property owners and keep them apprised of City activities that might impact the use of their
property. For most types of projects three notices must be sent out in a timely fashion, as
follows:
a) The first notice is hand -delivered to the affected residents when field
investigation work for preliminary "design is initiated to advise them of the
proposed project and invite their comment.
b) . The second notice is mailed when City Council approves the. plans and
authorizes the project to go to bid. This notice invites any .interested party to
review the final project plans and make comments.
c) The third notice is mailed after the award of the construction contract by City
Council and prior to the start of any work. This notice advises affected
residents that the contract has been awarded, when work is expected to start,
how long it will take to complete and who to contact at the City for
information or response to any problems arising from the construction.
In accordance with this procedure, on November 8, 1994, the City distributed letters and
self-addressed, postage -paid postcards to all affected residents (20) within the sidewalk
construction limit, requesting their comment on the design. The overall response to this card
survey is as follows:

Based on this public response process, the plans and specifications have been prepared for
this project and will be available at the City Council Meeting on December 20, 1994.
The project consists of minor grading, construction of concrete sidewalk and wheelchair
ramps, including all incidental and appurtenant work. The combined total length of the work
is. about 1,800 linear feet and there are 45 wheelchair ramps.
ANALYSIS
The concrete sidewalk and wheelchair ramps improvements will not only provide safer
pedestrian facilities but will also remove barriers that hinder the mobility of physically
handicapped persons. The proposed sidewalk is 8 feet wide along Garvey and 4 feet wide
elsewhere.
Pursuant to the California Environmental Quality Act, State Guidelines, Section 15302, Class
2, the aforesaid improvements are of a minor nature and, therefore, the project is
categorically exempt from the requirement of an Environmental Impact Report or Negative
Declaration of Environmental Impact.
FISCAL IMPACT
The estimated cost for this project is as follows:
(1) Construction $ 44, 900
(2) Preliminary Engineering 2,100
(3) Construction Engineering, Inspection 3,000
(4) -Contingencies 4,000
Total Estimated Project Cost $ 54,000

FISCAL IMPACT (continued)
The funds available for this project are as follows:
SP-94107; Transportation Development Act (TDA) Funds $ 21, 000
The estimated cost of this project exceeds the available funds, however, additional funds are
available in unappropriated (TDA) funds and in Community Development Block Grant
(CDBG) funds. The additional funds, as needed, can be transferred to SP-94107 when bids
are opened and the construction cost is known.
ALTERNATIVES
Alternatives would be to abandon the project or to delete portions of the project and use the
funds for other eligible projects (pedestrian facilities or bikeways). There are other locations
in the City where sidewalk could be built with these funds.
RECOMMENDATIONS
It is recommended that the City Council approve the plans and specifications for City Project
SP-94107, and authorize the City Engineer to call for bids.
