CURB AND GUTTER REPAIR
APPROVAL OF PLANS AND
SPECIFICATIONS
SUMMARY: Plans and Specifications have been completed
for City. Project No. SP-95104, which provides
for the repair of damaged curb, gutter and
driveway aprons.. The estimated cost of the
project is $50,000.00.
BACKGROUND
The City repairs damaged curb, gutter and driveways each year in an effort to keep its
existing infrastructure at an acceptable level of repair at the least possible cost. This damage
may be . caused by extensive wear and tear, subgrade settlement, or growth of tree roots.
Staff has completed a list of`various locations (see attached) to accommodate as much work
as the present project funding will allow. The plans and specifications have been prepared
and will be available at the Council Meeting on December 20, 1994. The project consists of
removal, hauling and replacement of existing concrete curb, gutter, driveway approaches,
cross gutter and all incidental and appurtenant work.
ANALYSIS
There is a need for a routine maintenance program to cost-effectively preserve existing
infrastructure. This project will reduce potential public liability and slow down the
deterioration'of the existing asphaltic pavement by restoring the design street drainage
pattern. Also, this project will aid the City crews' maintenance efforts.
Pursuant to the California Environmental Quality Act, State Guidelines, Section 15302-Class
2; the aforesaid improvements are of a minor nature and, therefore, exempt from the
requirements for Environmental Impact Report or Negative Declaration of Environmental
Impact. f

The estimated total cost for this project is as follows:

With the approval of the 1994/95 Capital Improvement Program, the City Council budgeted
$50,000 from City-wide Lighting and Maintenance District funds for this project. Staff is
proposing to replace these funds with unappropriated Gas Tax Funds. This exchange will
enable the City to use more restrictive Gas Tax Funds for this project and retain the City-
wide Maintenance District Funds for future improvements.
ALTERNATIVES
The only viable alternative to this project is to perform the task in-house which requires
hiring more full time personnel, purchasing and/or renting additional equipment and
appropriating additional funds.
RECOMMENDATIONS
It is recommended that the City Council take the following actions:
1) Appropriate $50,000 from unappropriated Gas Tax Funds and release the presently
budgeted amount of $50,000 to the unappropriated fund of the City-wide Lighting and
Maintenance District.
2) Approve the plans and specifications for City Project No. SP-95104, and authorize the
City Engineer to call for bids.
