Staff recommends acceptance and release. 7) MISCELLANEOUS PUBLIC WORKS a) West Covina City Water Rate Study - Informational A Water Rate Study for the City's water service area has been made and no rate increase is necessary for 1988-89. It is recommended that the City Council receive and file the Water Rate Study. b) Approve Lot Line Adjustment No. 65 - West Covina Redeveli West Covina Redevelopment Agency has requested a lot line adjustment involving their property, consisting of three lots. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 8200 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 65 AND DIRECTING THE RECORDATION THEREOF. (West Covina Redevelopment Agency) 8) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF JUNE 21, 1988 Accept and file I. The City initiated informational report of 1987 - High Accident Rate Intersections - was recommended for receive and file. II. The request of Jonie Johnson for school bus loading on Sunset at Olympus was approved. III. The City initiated request for a 35 foot parking restriction on West Covina Parkway westerly of the K-Mart drive approach was approved. IV. The City initiated request for temporary school crosswalk and school crossing guard at the intersection of Cameron and Pima was approved. V. The City initiated request to allow permit parking on the south side of Mobeck between Fernwood and Azusa was approved. VI. The request of B. C. Bianco for two hour time limit parking restrictions on Garvey Avenue adjacent to Harry Hill Volkswagon was approved. VII. The City initiated request regarding marked crosswalks resulted in a recommendation to change a crosswalk at Hollenbeck and Rio Verde and at Merced and Michelle from school crosswalks to pedestrian crosswalks and the removal of the crosswalk at Sunset and Delvale upon commencement of construction at the Tonopah school site. -3- City Council Agenda • . June 27, 1988 Page Four VIII. The City initiated request for installation of "Stop Ahead" signs and pavement messages at Lark Ellen and Vine was approved. IX. The City initiated request for installation of a protected left turn phase at Cameron and Fernwood was approved. X. The City initiated Traffic and Engineering study of Azusa Avenue recommended retention of the speed limit at 40 MPH between the San Bernardino Freeway and Francisquito and lowering of the speed limit between Francisquito and Amar to 45 MPH. XI. The request of Pete Mostoufi for installation of a stop sign at Eastnor and Fenmead was approved. XII. The City initiated request for striping a third lane on Nogales from Fenmead to Valley Boulevard was approved subject to con- currence by the City of Industry. XIII. The City initiated request for installation of a 200 foot acceleration lane in the painted median on Nogales north of Fenmead was approved 9) ORDINANCE FOR ADOPTION (Waive reading and adopt) An ordinance to extend the speed limit zone on Amar Road was introduced at the April 25, 1988 City Council meeting and is now before the City Council for final adoption. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS. 10) CITY TREASURER'S REPORT FOR THE MONTH OF MAY, 1988 Treasurer's Report of cash balances and investments. (Receive and file) 11) AWARD OF BIDS a) Award of Bid - City Council Chambers Audio -Visual Equipment This award of bid will provide for the equipment and installation of the audio-visual system for the remodeled City Council Chambers. It is recommended that the City Council authorize the Mayor and City Clerk to execute an agreement with the firm of GMF Sound, Inc., for the installation of the audio-visual system in the Council Chambers in the amount of $160,682.00 b) MP-87148 - Removal of Underground Fuel Tanks This project consists of the removal of underground and overhead tanks at various locations citywide. The total construction cost of the project is $16,000. It is recommended that the City Council accept the bid of Tank Protect Engineering of Santa Ana in the amount of $13,900 as submitted at the bid opening on June 21, 1988, and authorize the Mayor and City Clerk to execute an agreement with said Tank Protect Engineering for the work to be done. - 4 - City Council Agenda • June 27, 1988 Page Five c) Purchase of Public Safety Vehicle The 1987-1988 Police Budget provides for the replacement of Patrol vehicles. It is recommended that the City Council find that it would be impracticable, useless or uneconomical to initiate a formal bid process. That the City Council authorize the purchase of one (1) 1988 Chevrolet Police Sedan budgeted in 1987-1988 from Sopp Chevrolet in the amount of $12,536.50 including tax and fees. 12) MISCELLANEOUS Adoption of 1988-89 Annual Budget Section 2-151 of the West Covina Municipal Code requires the City Manager to prepare and submit a proposed annual budget to the City Council for approval. This report requests adoption of the 1988-89 Annual Budget for the City of West Covina. It is recommended that the City Council adopt the 1988-89 Annual Budget by the following resolution: RESOLUTION NO. 8201 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE OPERATING BUDGET AND THE CAPITAL IMPROVEMENT PROGRAM AND APPROVING THE APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING JULY 1, 1988 AND ENDING JUNE 30, 1989. When recognized, please come forward to the podium and state your name and address for the record. 1) Continued Joint Public Hearing - The Lakes Public Parking Facilities Project [Refer to Aoencv Aaenda Item No.II public testimony portion c The City Council and the Redevelopment Agency will hold a joint public hearing on the sale of $7,750,000 in 1988 Lease Revenue Refunding Bonds for the development of The Lakes public parking structure project. The City Council and Redevelopment Agency will consider approval of a Lease Agreement between the Agency and City, and authorize the issuance and sale of 1988 Lease Revenue Refunding Bonds. It is recommended that the City Council take the following actions: a1 Council discussion b) Recommendation of the staff is that the City Council: I. The locations are Azusa Avenue from Cortez Street to Amar Road. Estimated total project cost is $270,000. It is recommended that the City Council approve plans and specifications for City Project TP-89108 and authorize the City Engineer to call for bids. It is recommended that the City Council take the following actions: a) Establish City Project TS-89110. b) Transfer $12,571.26 from Project TS-89101 (Account No. 161-320-3901-7800), to Project TS-89110 (Account No. 161-320-3913-7800). c) Approve waiver of competitive bidding procedures and authorize the purchase of traffic controllers and cabinets from Multisonics in the amount of $12,571.26, including tax.
