D-2 CITY PROJECT WP-93111 DATE February APPROVAL OF PLANS AND SPECIFICATIONS - INSTALLATION OF PRESSURE REDUCING VALVES SUMMARY: Plans and Specifications have been completed for City Project WP-93111 which provides for the installation of pressure reducing valves at tenjocations in the City's water system. The estimated installation cost is.$130,000. BACKGROUND 15, 1994 The Covina Irrigating Company has expressed its desire to supply surplus water when available to the City of West Covina at a cheaper rate than that of Upper San Gabriel Valley Water District or Three Valleys Water District, the major suppliers of the City's water needs. The San Gabriel Valley Basin Watermaster has approved.the City's proposal to purchase water from Covina Irrigating Company.. In order to receive this water, the, City has to utilize. the facilities of the B-4 Pump Station located at the south east comer of Puente Avenue and Azusa Avenue, and also Suburban's connection with Covina Irrigating Company at San Bernardino Road and Azusa Avenue including their feeder transmission main.' The use of pumps of the B-4.Pump Station:11nay boost the water pressure in several branch lines connected to the Azusa� Avenue Tra nsmission Main near the intersection of Amar and Azusa'above acceptable operating levels. It is necessary to install pressure reducing valves and gate valves at ten locations shown on the attached map to control the maximum water pressure in the branch lines. On October 19, 1993, the City Council approved the waiver of the formal bidding procedures and authorized the Finance Director to issue Purchase Orders to purchase necessary pressure reducing and gate valves. The. City has now received these valves:. and it is necessary to install these, valves through a formal bidding procedure that would include pre -bid qualification of the construction contractors. This procedure will ensure retention of a competent contractor who has considerable experience in this particular type of construction. The Plans and Specifications have been prepared and will be available at the Council meeting on Tues , day, February 15, 1994. The project consists of installation of pressure reducing valves and related'access I ories, in underground vaults, at ten different locations, in the City's water system, removal and restoration of existing improvements including all incidental and appurtenant work. ANALYSIS Completion of this work will help ensure a safe secure water supply to customers while limiting water pressure to acceptable operating levels. The pressure valves and gate, valves for this project have been delivered to the City and will be ftimished to the Contractor awarded the installation contract. Pursuant to the California Environmental Quality Act, State Guidelines, Section 15302 - Class 2. the aforesaid improvements are of a minor nature and, therefore, exempt from the. requirements for Environmental Impact Report or Negative Declaration of Environmental Impact. City Manager and City Council Project WP-931 It Approval of Plans & Specifications February 15, 1994 Page 2 FISCAL IMPACT The estimated total cost for, installation of the valves is as follows: (a) Construction Cost $110,000 (b) Preliminary Engineering 4,000 (c) Construction Engineering, Inspection 5,000 (d) Contingencies 11,000 TOTAL PROJECT COST $130,000. The funds previously appropriated for this project amounted to $35,000 which was used to buy the, pressure I reducing and gate valves. As indicated in the staff report to City Council on October 19, 1993, the total estimated project cost including materials,, construction, engineering and contingencies is $165,000. . An additional recommendation would be made by staff after materials were received to fund design, construction, engineering and contingencies. After the bids have been opened and actual cost is known, transfer of appropriate funds from Water Funds reserve will be recommended.. ALTERNATIVES The only alternatives are to defer or abandon the project. Approximately $35,000 has been expended already to buy materials. The benefit from this purchase would be lost if the project does not proceed to completion. Abandonment of the * project would result in uncontrolled potentially high pressures at the branch lines when delivering Covina Irrigating Company water or preclude receiving water from this alternative cheaper source. RECOMMENDATION It is recommended that the City Council approve the plans and' specifications for City Project WP-93111 and authorize the City Engineer to call for bids. W.
