THAT AN 80-FOOT LOADING ZONE BE ESTABLISHED ON GARVEY .
AVENUE SOUTH ABUTTING THE WEST COVINA TOYOTA DEALERSHIP.
SUMMARY:
Parking is presently unrestricted along the curbline abutting this dealership and large
vehicles making deliveries to the dealership are having difficulty finding adequate
parking. The City has, in the past, installed loading zones with the installation of
yellow curb upon the request of a business that is likely to have frequent deliveries of
materials and merchandise by large vehicles.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT AN 80-FOOT LOADING ZONE BE ESTABLISHED ON GARVEY
AVENUE SOUTH ABUTTING THE WEST COVINA TOYOTA DEALERSHIP.
II. REOUEST:
Michael and Luann Norring, 624 South California Avenue, West Covina
THAT PARKING BE UNRESTRICTED ABUTTING 624 SOUTH CALIFORNIA
AVENUE.
SUMMARY:
Parking and stopping is presently prohibited along the east side of California Avenue
abutting this single family home. There are no safety concerns related this
prohibition. The request was submitted by the present owners who are now in escrow
for the sale of their home. One of the escrow provisions is that the abutting curb
parking be restored.

SUMMARY:
The request was submitted by the property. management company for the Pagoda
Apartments. Historically, it has been the abutting property owner or managers that
have had the most influence on whether parking restrictions for street sweeping
purposes are installed.

This request was prompted by the need to have a segment of curbline available for
tractor trailer combinations to unload new vehicles at this dealership. Parking is
presently unrestricted along the curbline abutting this dealership and large vehicles
making deliveries to the dealership are having difficulty finding adequate parking.
The City has, in the past, installed loading zones with the installation of yellow curb
upon the request of a business that is likely to have frequent .deliveries of materials
and merchandise by large vehicles.

THAT PARKING BE UNRESTRICTED ABUTTING 624 SOUTH CALIFORNIA.
AVENUE.
FINDINGS:
There is no parking or stopping permitted along the east side of California Avenue
abutting this single family home. These restrictions were installed to prevent spill-
over parking from the Jack LaLane',s Health Spa formerly located in the shopping.
center on the south west corner of West Covina Parkway and California Avenue. The
health spa is no longer in the shopping center and vehicles do not spill over onto the
nearby residential streets. There are no safety concerns related to these parking
restrictions.
The request was submitted by the property owners of 624 South California Avenue
who are now in escrow for the sale of their home. One of the escrow provisions is
that the abutting curb parking be restored.
Staff will conduct a postcard survey' of the residences to the north of 624 South
California Avenue to determine if they are also desirous of having their abutting curb
parking restored. The limits of the l No Stopping Anytime restrictions are shown on
the attached map.

FINDINGS:
The request was submitted by the property. management company for the Pagoda
Apartments. The request was prompted by complaints of vehicles parked along the
curbline abutting the apartments preventing the street sweepers from sweeping along
the curb. This condition can contribute to the accumulation of trash along the
gutterline. Complaints regarding trash accumulation along City streets because of
curb -parked vehicles inhibiting effective street sweeping are common. Historically, it
has been the abutting property owner or managers that have had the most influence on
whether parking restrictions for street sweeping purposes are installed. This area is
swept on the 1st and 3rd Thursday of each month, between the hours of 7 A.M. and
3 P.M. The limits of the proposed parking restrictions are highlighted on the attached
map.
