SUMMARY: The Plans and Specifications for City Project
PP-93211 have been completed. The project
will provide sports lighting for the baseball
field in Friendship Park. The ultimate cost of
this project is estimated to be $88,000.
BACKGROUND
Friendship Park is located along the east side of Sentous Avenue and north of the
Hollingsworth School. There are three picnic shelters, restrooms, .concrete walks, on site
parking and security lighting throughout the park. The existing baseball field is fenced and
has bleachers and a concession stand. Three is no athletic lighting existing in Friendship
Park.
The Human Resources Commission recommended the installation of sports lighting for the
baseball field and the project was included .in the 1992-93 Capital Improvement Program.
The plans and specifications have been reviewed by the Human Services and Maintenance
Departments. The Planning Commission and City Council have approved the amended
specific_ plan.
ANALYSIS
This project will provide six galvanized steel support poles with a total of twenty-six 1000
watt Metal Halide lighting fixtures. The sports lighting system will provide average
illumination levels of 30 and 20 footcandles on the infield and outfield, respectively. These
illumination levels are in accordance with national standards. Staff has required that all
fixtures be equipped with glare shields and that spill -over lighting onto abutting and nearby
residential property shall not exceed .1 footcandle. .
The sports lighting system shall be operated by a key switch located in the park restroom
storage room. The ballfield lighting controls shall be designed to operate key switch on and
off and time clock off. This is to say that if. the sports lighting is not manually turned off by
10:00 p.m., the time clock can automatically turn the lights off.
The following is a projected work schedule for this project: IFebruary 8 - Plans and
Specifications available for purchase; March 15 - Bid Opening; April 5 - Award of
Contract; April 26 - Execution of contract and posting of surety bonds; May 10 - Order
electroliers and appurtenant materials; July 5 to August 30 - Delivery of electroliers; July
19 to September 13 - Start of Construction; August 30 to October 25 - Energize ballfield
lights.
The delivery of electroliers and subsequent construction work is estimated to fall within an
18-week timeframe. The relatively large electroliers necessary for baseball sports lighting
are not readily available from manufacturers and are. usually manufactured after receipt of the
order from the Contractor. The typical timeframe for the manufacture and delivery of such
electroliers varies from eight to sixteen weeks with the average at twelve weeks.
Galaxie Little League will end its regular season during July. League officials have no'
objections to beginning the construction before the end of their regular season. Provisions
within the specifications prohibit any conduit installation or excavation within the fenced
ballfield playing field. This provision will preserve the existing turf and avoid any conflict
with Little League activities.

ANALYSIS
Pursuant to Government code, Section 65405(b), the above improvements are of a minor
nature and, therefore, the project is categorically exempt from the requirements for an
Environmental Impact Report.
FISCAL IMPACT
There is $100,000 budgeted in the 1992-93 Capital Improvement Program for the installation
of sports lighting for the Friendship Park Baseball Field. These funds were allocated from
CMD funds. The Engineer's estimate for the project is $88,000. This includes $80,000 for
Construction and $8,000 for Engineering, Inspection and Contingencies.
ALTERNATIVES
There is no alternative to proceeding with this project if baseball field sports lighting is to be
provided at Friendship Park.
RECON01ENDATION
It is recommended that the City Council approve the plans and specifications for PP-93211
and authorize the City Engineer to call for bids.
