C-8b SUBJECT: CITY PROJECT TS-93116 DATE February l , 1994 CENTRAL BUSINESS DISTRICT SIGNAL MONITORING SUMMARY: After receiving no bids in May 1993, the City Council authorized staff to conduct negotiations for a contractor to complete the Central , Business District Traffic Signal Monitoring Project. Staff has secured a contract in the amount of $18,200 from McAdee Electrical Construction for the work to be done. BACKGROUND In March 1993, the City Council approved Plans and Specifications for the installation of traffic signal loops at part of the overall Central Business. District (CBD) Monitoring System. In May 1993, staff conducted a bid opening in which no bids were received. On May 18., the City Council approved staff to enter into direct negotiations to obtain a contractor to complete the work. ANALYSIS Since May 1993, staff has attempted to negotiate a price for this work. Staff has secured two quotations for completion of the project. The first quotation, from Signal. Maintenance, Inc. , was nearly $30,000. This amount exceeded the . funds available for the project. A second quotation in the amount of $18,200 was secured from McAdee Electrical Construction. This price is within available funding for the work. In addition to the quoted price, the remainder of the project funds should be reserved for contingencies. FISCAL IMPACT Funds available for this project are as follows: TS-93116 (Prop "C") $ 20,000 ALTERNATIVES The work is necessary. to complete the Central Business District Traffic Signal Monitoring System:, Considering the difficulty staff has -had in.securing the services of a contractor for the minor -amount of work involved, it is unlikely the work could be done at any lower cost. The only other alternative is to delete this work from the signal system project. Without adequate monitoring the effectiveness of the traffic handling capability of the CBD Monitoring System would be impaired. RECOMMENDATION It is recommended that the City Council authorize staff to issue a Purchase Order to McAdee Electrical Construction in an amount not to exceed $20,000 for the work to be done. W.
