SUMMARY.. Plans and Specifications for the Citywide painting of
curb addresses have been completed. The estimated'
cost for this project is� $50,000. .
BACKGROUND
Plans and Specifications. have been prepared for the painting of curb addresses Citywide. Curb
addresses were last painted by the City under contract to East. San Gabriel Valley Consortium in
1985 Prior to 1985 the City. allowed various volunteer organizations to paint addresses. Over the
years work was done sporadically' and inconsistently. Addresses -were painted in a variety of
locations along the property, frontage. The -1985 project provided a uniform location- for curb
addresses near the driveway and standard methods for installation for all addresses. During this
period various individuals have continued to paint curb addresses for a donation, usually without any
City permits or approval. The addresses are now badly_ worn and in, need of replacement.
ANALYSIS
City staff has received_ complaints- from residents indicating that the addresses are now in need of
replacement':: The estimated cost, for this project is $50,000. It is anticipated that the approximately
20,000 addresses located. within the City can, be painted for this amount.
FISCAL IMPACT
The funds'avaiilable for this, project` are $50,000 in General Funds
ALTERNATIVES, ,
In November 1992, the City..adopted an alternative to contract.painting in which non-profit.
organizations ,would be able to paint addresses fora fee/donation. Since this alternative was
adopted; there -has not been ;any. organization which has expressed any interest in painting addresses.
An alternative to non-profit organizations would, be to allow private individuals/companies to paint
the numbers under a' City permit issued by the Building and Engineering Department, including a
City business license. Under this alternative, the City would still have control over painting
methods and types of paint used by the contractor. ,
An additional alternative to'proceeding with the project'as proposed fora Citywide program would
be to divide the City_ into approximately four or•frve, sections and=paint addresses in each section
once every ;four or five years. This alternative;would be very cost=effective if all of the addresses
Citywide- ere.in better. condition. However, since the, last time the addresses were painted was in
1985; the current conditions indicate a need to repaint all of the addresses over a short period of
time. Subsequently; an -annual program could be instituted to replace, 1/4,or 1/5 of the.addresses
each year atan;annual cost.of $10,000 to. $15,000
RECOMMENDATION ,
It'is recommended that. City` Council approve the Plans and`Specifications for City,Project
SP-94109; and authorize the,°City Engineer to call for bids.
