Location: East of Nogales, south of Amar Road in the City of Walnut.
Accept water line improvements and authorize the release of St.
Paul Fire & Marine Insurance Company Faithful Performance Bonds
400GS9973 in the amount of $60,000; 400GS9935 in the amount of
$70,000; 400GS9848 in the amount of $40,000; 4DOGS4897 in the
amount of $44,000 and 400GS9852 in the amount of $38,000. Staff
recommends acceptance.
7) MISCELLANEOUS PUBLIC WORKS
a) Landscaping Maintenance Districts Nos. 4, 6
This matter submits resolutions approving the report for
Landscaping Maintenance Districts 4, 6 and 7 and declares
the Council's intention to order renewal of the districts
and set the date for a public hearing. It is recommended
that the City Council adopt the following resolutions:

The Program Supplement amends an existing Local -State Agreement
by adding a Federally funded project to resurface Valinda
Avenue from Glendora to Service and Cameron to Francisquito.
It is recommended that the City Council adopt the following
resolution:

8) TRAFFIC COMMITTEE MINUTES FOR THE MEETING OF APRIL 19, 1988.

I. The request of Alex & Brinks for installation of a marked
midblock crosswalk on West Covina Parkway 300 west of Sunset
was denied.
II. The Redevelopment Agency initiated request for directional
signs on Garvey Avenue North and South for Auto Row was
approved.
III. The request of Howard Riddle for parking restrictions on private
property adjacent to the alley behind 150 Glendora Avenue
was denied.
IV. The request of Kathryn M. Hetherington for parking restrictions
on Cortez at Acacia Lane was approved.
V. The request of Wayne Beer for establishing a 25 m.p.h. zone
and "Slow" warning signs on Holt Avenue was denied.
VI. The City initiated request for additional controls in the
parking lot north of City Hall resulted in a recommendation
of installing additional stop messages and limit lines at
the ground level of the parking structure and the northeast
circulation aisle of the existing surface parking area.
VII. The request of Brian Don Levy for additional parking
restrictions on the southwest of Holt Avenue east of Garvey
Avenue South and Barranca intersection was denied and a
recommendation was made to post the curve with 30 m.p.h. speed
advisory signs and curve warning signs and to install raised
centerline markers on the curve.
9) ORDINANCE FOR ADOPTION (Waive reading and adopt)
At its meeting of May 9, the City Council introduced an ordinance
revising the City's zoning regulations relating to child care
facilities in residential zones. This ordinance is now before
the Council for adoption.

11) AWARD OF BIDS
a) SP-88112 - Valinda Avenue Improvements
The project consists of asphalt overlay between Glendora to
Service and Cameron to Francisquito to improve the condition
of the deteriorated street. The total estimated cost is
$243,000. It is recommended that the City Council hold over
the award of the contract to allow for additional staff review
of the bids received on May 17, 1988.
b) MP-87141 - Walnut Creek Bikeway
This
project consists
of construction
of an asphaltic
concrete
paving and increasing
the height of
the existing
fence on
the
south side of Walnut
Creek Channel,
from California
Avenue
to
Hollenbeck Street
for bikeway.
The total
estimated
construction cost was
$75,000. It
is recommended
that the
City
Council hold over
this project for
further study.

Queen of the Valley Hospital has submitted a . parade permit
application for a 2k, 5k, 10k Walk/Run on June 18, 1988. It is
recommended that the City Council approve the parade permit
submitted by Queen of the Valley Hospital subject to standard
conditions.

The City Council and the Redevelopment Agency will hold a joint public
hearing on the sale of $8,300,000 in 1988 Lease Revenue Refunding
Bonds for the development of The Lakes public parking structure
project. The City Council will consider approval of a Lease Agreement
between the Agency and City.

D. PUBLIC WORKS DIVISION
1) PP-88205 - Approve Plans and Specifications - Del Norte Park Walkway
This project consists of the replacement of deteriorated_ walkway
lighting poles and conduit. The estimated total cost of the project
is $15,000. It is recommended that the City Council take the following
action:
a) Establish City Project PP-88205.
b) Transfer $11,900 from Account 110-320-2244-7150 in the
Operating Budget to Project PP-88205 (Account No.
110-320-3824-7700).
c) Approve plans and specifications for City Project PP-88205
and authorize the City Engineer to call for bids.

Fuel Tanks
The project consists of removal of underground and overhead tanks
at various locations citywide. The total estimated cost of the project

Engineer to call for bids.

subpoenas and direct the Mayor and City Clerk to execute the same.
