a) SP-87177 - Street Resurfacing
The City Council is being requested to re -authorize a fund
transfer originally authorized in June, 1987, and not
accomplished correctly. It is recommended that the City Council
authorize the transfer of $45,000 from unappropriated Gas
Tax Funds to Project SP-87177.

7) MISCELLANEOUS PUBLIC WORKS Continued
b) Street Cleaning Contract Renewal
This contract renewal provides an annual update for street
cleaning contract. The present contract expires in 1990 with
an annual renewal clause that provides for a cost increase
based on the Consumer Price Index. That the City Council
grant R. F. Dickson Company, Inc. a contract extension, with
a 5.2% increase, or $14,792.94 per month and authorize the
Mayor and City Clerk to execute the agreement.
c) Renewal of Maintenance Contract for Civic Center
This contract provides for the maintenance of all landscape,
hardscape and sprinkler system, including but not limited
to the Los Angeles/West Covina Civic Center. Staff recommends
that the City Council grant renewal of current contract with
Creative Landscape, Inc. for the coming twelve month period
at a 5.2% increase.
d) Annual Arbor Day Commemoration and Proclamation
City staff, in conjunction with West Covina Beautiful, is
currently making preparations for the annual Arbor Day
commemoration. Staff requests Council to proclaim Arbor Day.
a) It is recommended that the City Council receive
and file this report.
b) It is recommended that the City Council proclaim
March 20, 1988, as Arbor Day in West Covina.
e) Agreement for Temporary Installation of Portable Water Pump
Approval of an agreement for installation of a portable water
pump in the Woodside Village Plaza Shopping Center parking
lot at Amar and Azusa, which is necessary to provide water
service during a planned shutdown of the Metropolitan Water
District's Middle Feeder. It is recommended that the City
Council ratify the authorization of the.City Manager to execute
an Agreement with J. K. Eichenbaum Associates for temporary
installation of a portable water pump on their property.
f) Annual Renewal of Maintenance Districts - Ordering the
Engineer's Reports - Citywide Landscape and Lighting District
& Maintenance Districts Nos. 4, 6, & 7.
To begin the Maintenance District renewals for 1988/89, the
City Council must order the Engineer's report to' hold the
necessary Public Hearing prior to July 1, 1988. It is
recommended that the City Council adopt the following
resolutions:

Four ordinances were introduced at the February 22, 1988 City Council
meeting and are now before the City Council for final adoption.
These ordinances change the City's official zoning map facilitating
change in Queen of the Valley's General Plan; include definition
of specialized uses parking requests; allow the use of banners,
pennants and balloons as intended in the current code; and prohibit
skate boards, roller skates, coasters or scooters in specified
areas.

9) AWARD OF BIDS
a) SD-87114 - Sunset Avenue Sto
This project is for the construction of a storm.drain in N.
Sunset Avenue to relieve street flooding. Total cost for
the project is $617,000.00. It is recommended that the City
Council accept the bid of Cornish Construction of Corona in
the amount of $547,000 as submitted at the bid opening on
March 8, 1988, and authorize the Mayor and City Clerk to execute
an Agreement with said Cornish Construction for the work to
be done.
b) MP-87139 - Shadow Oak Drive Subdrai
This project consists of construction of a subdrain system
in Shadow Oak Drive and Gemini Street to reduce the level
of groundwater adversely affecting public improvements. The
total construction cost for the project is $162,000. It
is recommended that the City Council take the following actions:
a) Transfer $25,000 from Project MP-87106 to Project
MP-87139.
b) Grant relief of the low bidder Andrew Papac 8 Sons
pursuant to Public Contract Code Article 6, Section
10800.
c) Accept the bid of Heritage Construction of Rowland
Height, CA in the amount of $146,488 as submitted
at the bid opening on February 16, 1988, and authorize
the Mayor and City Clerk to execute an Agreement
with said Heritage Construction for the work to
be done.

Modifications
Approval of plans and specifications and authority to call for bids
is requested for freeway landscaping modification adjacent to certain
commercial areas. It is recommended that the City Council approve
plans and specifications for City Project PP-88204 and authorize
the City Engineer to call for bids.

2) Project SL-88115 - Merced Avenue Street Lights Upgrade
This project provides for the installation of underground serviced

All of the cities in the County have been directed to either form
or annex to an existing Mosquito Abatement District. This is a report
on these control services and the options available 'to the City.
It is recommended that the City Council authorize notification of
the Local Agency Formation Commission that the City wants to provide
mosquito abatement services by contracting with an existing Mosquito
Abatement District.

4) Tonopah School - Memorandum of Understanding
The City of West Covina, in cooperation with the West Covina Unified
School District, has prepared a Memorandum of Understanding for
possible future development of the Tonopah School site. The Board
of Education has approved this Memorandum of Understanding. It is
recommended that the City Council approve the "Memorandum of
Understanding Between the City of West Covina and the West Covina
Unified School District Regarding the Disposition of Certain Surplus
School Property" (the Tonopah School site) and authorize the Mayor
and City Clerk to execute the agreement.

FIRE AUTHORITY
b) Supplemental Appropriation San Gabriel Valley Fire Authority
This report transmits .a resolution approving a supplemental
appropriation of $12,810 to provide adequate funding for the
month of March. The need is requested due to the lack of securing
an anticipated M.O.U. with Employees Union, Local 2415. This
resolution was adopted by the Fire Authority Board of Directors
at their regular meeting of February 23, 1988. It is recommended
that the City Council adopt the following resolution:

2) POLICE DEPARTMENT
a) K-9 Program Update
Recently the Mayor requested an informal update on the history
and experience of the police canine program since it's
introduction in West Covina. This report is in response to
that request. It is recommended that the City Council receive
and file this report.

b) Change of Uniform Proposal
The Chief of Police proposes that the police uniform be changed
from tan to navy blue. It is recommended that the City Council
authorize the Chief of Police to solicit bids for navy blue
uniforms and accessories for all sworn, uniformed non -sworn,
Reserve, and Explorer personnel.

c) Surplus Equipment
The Police Department has several obsolete weapons that they
wish to trade or sell to a federally licensed firearms dealer.
It is recommended that the City Council authorize that the subject
weapons be declared surplus and the Chief of Police may enter
into a cash sale or trade agreement with Azusa Gun Shop for
new weapons in value to the bid submitted.

1) a) Legislation - California Wildlife, Coastal and Park Land
Conservation Act of 1988
This report requests City Council to approve a resolution in
support of the California Wildlife, Coastal and Park Land
Conservation Act. It is recommended that the City Council adopt
the following resolution:

THE CITY OF WEST COVINA, CALIFORNIA, SUPPORTING THE CALIFORNIA
WILDLIFE, COASTAL AND PARK LAND CONSERVATION ACT OF 1988.

b) Legislation
Several pieces of legislation pending before the California
Legislature and the U.S. Congress require Council action. SB
1904 would reinstate tax credits and gross income exclusions
for ridesharing benefits. HR 3312 would facilitate the Technical
Corrections Act to the Tax Reform Act of 1986/ S 2062 would
exempt local governments from the federal gas excise tax. It
is recommended that the City Council support SB 1904, HR 3312,
and S 2062.

2) a) Mary Ann Rizkowsky - Claim Against the City
On July 9, 1987, F1s. Rizkowsky filed a claim against the City
for injuries sustained, due to a trip and fall accident. The
initial demand was for damages to be determined. Staff recommends
settlement of this matter and that Council authorize said payment
subject to the standard conditions.

b) Donna Carpenter - Claim Against the City
On September 26, 1983, Ms. Carpenter filed a lawsuit against
the City for injuries sustained, due to a trip and fall accident.
The initial demand was $100,000.00. Staff recommends settlement

to the standard conditions.

Over the past two years, several cities in the San Gabriel Valley
have been working toward the formation of the Foothill Transit Zone
a separate transportation provider for the Valley. A draft Joint
Powers Agreement and Proposed Rules are now before the City Council
for consideration. It is recommended that the City Council approve
the Joint Powers Agreement and Proposed Rules for the Foothill Transit

1) Appointment to East San Gabriel_ Valley Consortium
Mayor Chappell currently represents the City of West Covina on the
Board of the East San Gabriel Valley Consortium. His term of office
expires April 30, 1988. It is recommended that the City Council
appoint a representative to the East San Gabriel Valley Consortium.

2) Older Americans Recognition Day
This report recommends that City Council select a citizen from West
Covina to represent the City at the Annual Older Americans Recognition
Day. It is recommended that the City Council nominate and select
a citizen who will represent the City for Older Americans Recognition
