STREET SWEEPING PURPOSES

SUMMARY: The Traffic Committee has recommended that
parking be restricted for street sweeping
purposes on a segment of Siesta Avenue. In
accordance with the provisions of the
California Vehicle Code the City implements
this type of parking restriction by a Council
Resolution.
BACKGROUND
At the regular meeting of the Traffic Committee on January 19, 1993, it was recommended
that parking be restricted for street sweeping purposes on Siesta Avenue from Ituni Street to
660 feet southwest. As has been the case with other requests for street sweeping parking
restrictions a petition was submitted with signatures representing a minimum of 66 % of the
affected property owners. According to Section 22507.6 of the California Vehicle Code
(CVC), "Local Authorities may, by ordinance or resolution, prohibit or restrict the parking
or standing of vehicles on designated streets or highways, or portions thereof, for the
purpose of street sweeping". Historically, the City has complied with this provision of the
CVC by resolution.
ANALYSIS
The proportion of residents and property owners approving of the parking restriction was
78%. Staff is not aware of any particular hardship that would be created by approving the
parking restriction.
FISCAL IMPACT
City staff will manufacture and install the necessary signs. There may be a small increase in
revenue associated with parking citations. However, this is largely dependent on the level of
compliance with these parking restrictions.
ALTERNATIVES
The only alternative is. not to pass the resolution nor install the street sweeping parking
restrictions. This alternative would not address the parking problem which prompted the
neighborhood request.
RECOXIMEENDATION
It is recommended that the City Council adopt the following Resolution:

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, RESTRICTING PARKING FOR
STREET SWEEPING PURPOSES.
WHEREAS, the City of West Covina recognizes the benefits associated with parking
restrictions improving street sweeping capabilities;
NOW, , THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. The City of West Covina authorizes signs prohibiting or restricting
parking or standing of vehicles on certain streets or portion thereof setting forth the day or days and
hours when parking is prohibited for street sweeping purposes. It shall be unlawful for any person
to stand or park any vehicle at any time on the days during the hours indicated by such signs.
Notwithstanding the foregoing prohibition, these parking restrictions shall not be
effective with respect to any commercial vehicle making pick-ups or deliveries of goods, wares or
merchandise from or to any building or structure located on the designated street or portion thereof,
or for the purpose of delivering materials to be used in the repair, alteration, remodeling, or
reconstruction of any building or structure for which a building permit has previously been obtained.
The following streets. or portions- thereof are herein designated as streets for which
parking is restricted for street sweeping purposes:
1. Siesta Avenue from Ituni Street to 660 feet southwest.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified copy thereof to be recorded in the Office of the County Recorder of said County.
