SUMMARY: Based upon previous approval by City Council
for submittal of Proposition "C" funded projects, DATE January 19, 1993
the Los Angeles County Transportation Commission has
approved our second group of project applications. It is
necessary to now establish all of these projects and
budget the funds for them.
BACKGROUND
At the November 17, 1992 City Council meeting, a report outlining projects for Prop "C" was presented to
Council. Projects totaling $285,000 were submitted.
The Prop 'C' Funds can be used for all projects eligible for Prop 'A' transportation funding and also
certain street projects experiencing a high usage by transit vehicles.
ANALYSIS
The projects proposed by staff for funding under Prop 'C' are intended to address the following goals:
(1) Enhance operation of existing facilities to mitigate congestion problems.
(2) Support rehabilitation or replacement of existing infrastructure for which there is no other
dedicated source of funds available.
(3) Enhance transportation planning activities that would otherwise have to be supported by the
General Fund.
(4) . Support economic development activity by funding infrastructure and operational
improvements that will mitigate congestion in the vicinity of redevelopment projects.
(5) Enhance existing transit facilities to increase ridership and provide improved access to new
or existing regional transit systems.
All five of the Prop "C" projects as submitted were approved. They are as follows:

The projects approved by the Los Angeles County Transportation Commission total $285,000.
ALTERNATIVES
The alternatives include not submitting these projects and abandoning funding for the City, or
submitting alternative projects for regular Prop 'C"programs. Staff believes that these projects best
meet the goals articulated by Council during the budget study sessions while satisfying program
eligibility requirements.
RECOMMENDATION:
It is recommended that City Council approve the establishment of the following projects and approve
the budgeting of Prop "C" funds to those projects, as follows:
